4. OVERVIEW AND SCRUTINY COMMITTEES – TERMS OF REFERENCE

4.1 Waverley’s new Constitution came into effect on 18th December 2001 and this is the first cycle of meetings of the revised Overview and Scrutiny Committees since the implementation date.

4.2 Members are referred to Article 6 (pages 15-18) of the Constitution but, for ease of reference at the first meetings since the recent changes, the table below sets out the functions of each of the Overview and Scrutiny Committees. Each Committee will cover finance, resource and Best Value issues for its services.

Committee	Scope
Leisure	To deal with cultural and leisure provision, youth, corporate finance and asset management.
Community	The provision of housing services and community welfare, older people in the community, day centres, community safety, town and village liaison, rural issues, the voluntary sector, member communications and human resources.
Environment	Dealing with environment, planning and major developments, economic development, business liaison and the process for Best Value and the Corporate and Community Strategies.

4.3 For clarity, members of the Committee may notice that work areas previously allocated to them now appear under the aegis of another Committee.
