60. MINUTES (Agenda Item 1)

The Minutes of the Meeting held on 4th February 2004 were confirmed and signed.

61. APOLOGIES FOR ABSENCE AND SUBSTITUTIONS (Agenda Item 2)

Apologies for absence were received from Mrs M V M Hunt and Mr A E B Taylor-Smith and Mr J E Robini attended as a substitute.

62. DISCLOSURE OF INTERESTS (Agenda Item 3)

Mrs J R Keen, Mr W M Marshall, Mrs P N Mitchell, Mr A Rayner, Mr J E Robini and Mrs C E Savage declared personal and prejudicial interests in applications WA03/2455 and WA03/2330 (Agenda Items 5(c) A.1 and A.2) and left the meeting during consideration and voting on these matters.

Mr V Duckett declared a personal interest in applications WA03/2455 and WA03/2330 (Agenda Items 5(c) A.1 and A.2) as the applicant was well known to him. Mr B A Ellis declared a personal interest in applications WA03/1778 and WA03/1779 (Agenda Items 5(a) A.1 and A.2) as he is a member of Cranleigh Parish Council. Mrs C E Savage declared a personal interest in application WA03/1778 (Agenda Item 5(a) A.2) as she is a member of Cranleigh Health Watch. Those declaring personal interests remained in the meeting during consideration of the respective items.

63. SOUTHERN AREA DEVELOPMENT CONTROL SUB-COMMITTEE (Appendix A)

(a) Future Venue for Meetings of the Southern Area Development Control Sub-Committee

RESOLVED that meetings of the Southern Area Development Control Sub-Committee be held at The Burys, Godalming.

(b) RESOLVED that the reports on the following matters be noted:-

(i) Applications for Planning Permission (Item B)
(ii) Planning Appeals (Item C)
(iii) Enforcement Action (Item D)

64. EASTERN AREA DEVELOPMENT CONTROL SUB-COMMITTEE (Appendix B)

(a) (i) Change of use of land to provide sports playing field on land west of Knowle Lane, Cranleigh (as amended by letters dated 17.12.03 and 19.01.04, plans received 22.12.03 and 21.01.04 and arboriculturalist’s report dated 19.01.04)

RESOLVED that permission be GRANTED in respect of application WA03/1779 subject to the comments of the Highway Authority and subject to the applicants first entering into an appropriate legal agreement, the costs to be borne by the applicants, to provide a comprehensive traffic calming scheme for Knowle Lane including a safe pedestrian access to Snoxhall Fields, and subject to the conditions as set out in the agenda report.

(ii) Outline application for the erection of a replacement community hospital and health centre with associated vehicular and pedestrian access and car parking on land at Knowle Lane, Cranleigh (as amended by plan received 22.12.03 and letter dated 17.12.03)

RESOLVED that the Secretary of State be recommended that application WA03/1778 be GRANTED as a departure from the development plan as follows, subject to the comments of the Highway Authority and the applicants first entering into a legal agreement, the costs to be borne by the applicants, to:-

(a) provide a comprehensive traffic calming scheme for Knowle Lane in the vicinity of the playing field site and the hospital;

(b) the extension of the pavement from John Wiskar Drive to the proposed hospital entrance;

(c) a contribution towards the implementation of a traffic signal control junction at Knowle Lane/ High Street; and

subject to the conditions as set out in the agenda report.

(iii) Erection of a terrace of three dwellings and a pair of semi-detached dwellings together with ancillary works on land at Park Drive, Bramley (as amplified by letter and ecological survey received 16.11.03)

RESOLVED that planning permission be REFUSED in respect of application WA03/2230 for the following reasons:-

1. Standard Green Belt (R1.1)

2. Standard Area of Great Landscape Value (R1.4)

3. Notwithstanding the above reasons for refusal, the design and layout of the proposed development would be out of keeping with, and would not harmonise with, the character and visual amenities of the locality in conflict with Policy SE4 of the Surrey Structure Replacement Plan (Deposit Draft) 2002 and Policies D1 and D4 of the Waverley Borough Local Plan 2002 and Surrey Design – A Strategic Guide for Quality Built Environments.

(b) RESOLVED that the reports on the following items be noted:-

65. WESTERN AREA DEVELOPMENT CONTROL SUB-COMMITTEE (Appendix C)

(a) (i) Erection of a garden wall at Runfold House, St George’s Road, Badshot Lea, Farnham

RESOLVED that permission be GRANTED in respect of application WA03/2455.

(ii) Application for Listed Building Consent for the reinstatement of a garden wall at Runfold House, St George’s Road, Badshot Lea, Farnham

RESOLVED that Listed Building Consent be GRANTED in respect of application WA03/2330 subject to the condition set out in the agenda report.

(b) RESOLVED that the reports on the following matters be noted:-

(i) Tree Preservation Order 27/03 (ii) Planning Appeals (Item C)
(iii) Enforcement Action (Item D)
