Background

1. The New Farnham Repertory Company (NFRC) applied for a grant of 5,000 from the 2005/06 Community Partnerships Fund for a contribution towards their fifth season of theatre in Farnham.

2. At the April 2005 meeting of the Executive, it was agreed that high priority schemes only would be funded from the allocation for 2005/06. Together with a number of other applications, the NFRC application was scored as medium priority and was therefore not awarded funding for the current financial year.

3. The NFRC also applied for funding from the Sponsored Organisation Scheme in 2004/05 but were unsuccessful. However, in 2004, a Small Grant was awarded for the following two elements of their annual event:

q A special free matinee, attended by community and voluntary groups who would otherwise not be able to participate; and q A community workshop

Project Details

4. The New Farnham Repertory Company (NFRC) has made an appeal for funding following their unsuccessful application to the main bidding round for 2005/06.

5. The NFRC are requesting 5,000 towards the costs of presenting two theatre productions in November and December 2005. These productions will take place in Farnham at St Andrew’s Church and the United Reformed Church.

6. The total estimated production costs are 55,000 with funding of 6,000 from Farnham Town Council and 3,000 from Farnham Institute Charity. A further 6,500 is estimated to be raised from donations and fundraising events. Income from ticket and programme sales and refreshments is estimated to be 34,500.

7. In 2004, the theatre productions attracted audiences of approximately 3,500. The productions involve professional actors working alongside volunteer actors recruited from the local area. In total, approximately 60 members of the local community will be involved in the production either as actors or in supporting roles working off-stage, in the box office or helping with refreshments.

Officer Comment

8. The application from the New Farnham Repertory Company (NFRC) is for a contribution towards their fifth season of theatre production in Farnham. It is an annual event and is therefore not eligible under the Community Partnership Fund criteria.

9. The current application requesting 5,000 towards the costs of the annual event would not be eligible for funding under this grant scheme. However, the development of the pilot work started in 2004 could be extended to support greater community/voluntary participation. If a grant is awarded, the recommendation is that the funding would support:

q The development of two youth theatre workshops delivered free of charge by the NFRC

q A free of charge performance for local groups who would otherwise not be able to attend or would have difficulty in attending due to affordability or other social exclusion reasons. Groups potentially benefiting would include youth groups, day centres, other elderly groups, single parents, disability groups and rehabilitation groups. 10. Both these events should be promoted and marketed by the NFRC as part of their programme.

11. As this is an on-going annual event/production, any future funding applications should be submitted under the Sponsored Organisation Scheme and not under the Community Partnerships Fund if the current criteria continue to apply.

Recommendation

Advice is sought from the Executive on the following:

1. Whether normal grant conditions should be waived, and a grant awarded from the Community Partnerships Fund Small Grant Scheme as a contribution towards the fifth season of theatre production, based on the conditions as outlined in paragraph 9 above. 2. The level of grant awarded, if funding is approved.

3. Consideration of the future response to the New Farnham Repertory Company’s request for annual funding support for theatre production in Farnham.
