LOCAL DEVELOPMENT FRAMEWORK – HOUSING DEVELOPMENT PLAN DOCUMENT (DPD) – ISSUES AND OPTIONS

290.1 The Executive received a report (circulated earlier to all Members) which updated Members on the preparation of the Housing Development Plan Document (DPD) and sought approval for the draft Issues and Options paper so that it could become the basis of public consultation. It also summarised the outcome of the two Housing Development Plan workshops held on 8th and 16th March.
290.2 Officers presented the conclusions of the joint meeting of the Environment and Leisure and Community Overview and Scrutiny Committees held earlier in the evening which are attached at
Annexe 1.
290.3 The Executive welcomed the through consideration which the joint meeting had given to the key points of the document. The Executive also asked if the following points be included in the range of documents which could be issued to the public and key stakeholders as part of the broad consultation exercise:-

Ensure that clear non-technical language is used in all the documents, that is appropriate to the audience of the document;
·
Include explanation of current policies throughout the consultation process together with clear explanations of technical terms and acronyms;
·
Include an explanation in the introduction that some key areas are dependent on the issue of government guidance;
·
To emphasise the critical relationship between development and infrastructure in its broadest sense;
·
To emphasise the significance of sustainable development issues; and
·
To invite views on the need for a clear Waverley design guide or code
The Executive
RESOLVED that the draft Issues and Options paper for the Housing DPD be approved as the basis for public consultation, subject to the incorporation of the proposed comments of the Joint Overview and Scrutiny meeting and the Executive as set out above.
The meeting commenced at 9.03 p.m. and concluded at 9.41 p.m.
