DATA QUALITY POLICY



Summary & Purpose
In July, the Audit Commission undertook a preliminary assessment of Waverley’s compliance with a new Key Line of Enquiry (‘KLOE’) concerning Data Quality (‘DQ’). An important component of Waverley’s satisfactory score in this assessment was the commitment to develop a policy on Data Quality. This paper proposes a DQ Policy that addresses the main issues raised in the assessment.

Waverley increasingly publishes information on its website, which is an open source of information. This increased availability of organisational data presents risks if appropriate assurance mechanisms are not uniformly in place to ensure the quality of such data.

Resource and legal implications:

This accuracy and completeness of many aspects of organisational data is directly linked to the litigation risk the Council faces in the use of that data.

Background

1. In July 2006, the Audit Commission undertook a preliminary assessment of Waverley’s compliance with a new Key Line of Enquiry (‘KLOE’) concerning Data Quality (‘DQ’).

Data Quality

2. The first important distinction to make is the two different aspects of DQ at which the Audit Commission are looking:

a) Robustness of data b)
3. In the KLOE, DQ is broken down under five headings: a) Governance and leadership b) Policies c) Systems and processes d) People and skills e) Data use
4. Waverley already has processes and systems in place to address many of these issues, and has an action plan in place to deal with the majority of outstanding areas. 5. However, there is a requirement to formalise these arrangements into a policy, and this is the purpose of the document attached at Annexe 1.

Recommendation

It is recommended that the draft Data Quality Policy, attached at Annexe 1, be approved.
