Environmental implications:

There are no environmental implications arising from this report.

Social/Community implications:

The new Comprehensive Performance Assessment (CPA) framework will change the way in which District Councils are scored from 2006 and may lead to a re-categorisation of Waverley. This may in turn affect the freedoms currently available to this Council. A good score is likely to have a positive effect on services for the community.

E-Government implications:

There are no associated e-government implications.

Resource and legal implications:

All of the options outlined in the consultation document have a resource implication, the three options in Group A being the most resource intensive.

The Framework for Comprehensive Performance Assessment of District Councils from 2006

1. The Audit Commission is consulting with District Councils on the new framework that will be used to undertake a Comprehensive Performance Assessment (CPA) of Councils from 2006.

2. The consultation covers questions regarding ‘guiding principles’, ‘key elements’ and ‘quality assurance’ but focuses on two groups of options which may be used to re-categorise District Councils.

3. The options in Group A would provide a regular re-categorisation of all Councils on a rolling programme. The options in Group B would provide re-categorisation only when the Council wanted to be re-categorised or when the Audit Commission identified that there was the likelihood of service or corporate failure.

4. The consultation document is attached at Annexe 1 and the proposed response at Annexe 2.

Recommendation

It is recommended that members consider both the consultation document and the proposed response and offer any comments.
