The Service Plans cover all areas of the Council’s service delivery and inevitably detail services and specific actions that have an impact across all aspects of quality of life. It is intended that, at 160 (or so) pages, the Service Plans should not be published on paper in order to minimise natural resource use.

E-Government implications:

As indicated above, copies of the Service Plans will not be published on paper. Instead, the documents will be made available on the Council’s website at www.waverley.gov.uk/corporate

Resource and legal implications:

The Service Planning process has been aligned with the budget setting process and at the point of publication the Service Plans should only contain planned actions and service developments for which budget provision has been made.

Service Planning

1. At its meeting on 1st March 2005, the Executive received the updated CPA Improvement Plan. Point 8 on that plan detailed actions that officers have taken/will take to improve the Council’s Performance Management. Improving Service Planning – making plans more consistent and aligned to the budget process - was one such action for improvement.


2. Waverley’s Service Managers write annual Service Plans; these documents are primarily for internal management use. The plans detail the services provided, service aims and objectives (in support of the Corporate Aims and Objectives) and identify how managers intend to deliver their services for the year ahead.

3. This year’s (2005/06) Service Plans have been drafted in parallel with the Council’s budget setting process and a higher standard of consistency has been achieved. The Service Plans are published on the Council’s website (at www.waverley.gov.uk/corporate ) in order to provide Members and the public with more detailed information in support of the Council’s Corporate Plan.

5. Should Members be unable to access the Service Plans electronically, then they are asked to contact Louise Goodfellow (on 01483 523148 or at lgoodfellow@waverley.gov.uk). Miss Goodfellow is able to provide printed copies of the Service Plans – but at 160+ pages Members are encouraged to be selective about those plans, listed above, that they wish to see.

Recommendation

It is recommended that the Executive notes that a further action on the CPA Improvement Plan, improved Service Planning, has been completed and that the Service Plans are available on the Council’s website.
