Title:
REVIEW OF BEST VALUE: REPORT BACK ON KEY ISSUES FROM THE ENVIRONMENT OVERVIEW & SCRUTINY COMMITTEE

Summary and Purpose

The purpose of this report is to feedback observations by the Overview and Scrutiny (Environment) on the scope of the review of best value, following the workshop on 28th May 2002.

There are no financial, environmental, community safety or Opportunities for All implications arising from this report.

1. The agreed process for best value reviews allows for a report on the scope of a review to be submitted to the relevant Overview and Scrutiny Committee in workshop mode.

2. The purpose of the workshop is to give all members, at the beginning of a review, the opportunity to have an input to what the review should focus on. To streamline the process, the Executive will only consider a scoping report following the workshop if the Overview and Scrutiny Committee recommends changes to the scope of a review.

The Year 3 Review of Best Value

3. The scope of the Best Value review was addressed at the Overview and Scrutiny (Environment) workshop on 28th May 2002 and a copy of the scoping report is attached as Annexe 1. The workshop reinforced a number of issues already identified in the scoping report. It emphasised the need to look at the conduct of reviews and to maximise the benefits of members’ involvement in the process.

4. In addition to the issues identified in the scoping report, the Committee recommended that the review should deal with the following:

i. Member involvement after service reviews have reported to Full Council
ii. “Culture”, incorporating management of the process, make-up of service review groups, their “teeth” and the effectiveness of the role of Independent Chief Officer


Recommendation

It is recommended that the Executive decides which, if any, of the additional issues set out at paragraph 4 above are included in the scope of the Year 3 Review of Best Value, as recommended by the Overview and Scrutiny (Environment) Committee meeting in workshop mode on 28th May 2002.
