To approve as a correct record the Minutes of the Extraordinary Meeting of the Council held on 27th July 2004 (herewith).

To receive from Members, in relation to any items included on the agenda for this meeting, disclosure of any interests which are required to be disclosed by Section 94(1) of the Local Government Act 1972 and in accordance with the Waverley Code of Local Government Conduct.

To answer any questions received in accordance with Procedure Rule 10.
5.
REPORT OF THE EXECUTIVE – 27TH SEPTEMBER 2004
To receive the report of the Special meeting of the Executive held earlier on 27th September 2004 (to be tabled as appropriate). The background report to the Executive will be circulated to all Members of the Council with the agenda for the Community Overview and Scrutiny Committee, also held earlier in the evening on 27th September 2004.
Background annexes are attached to the agenda for the Community Overview and Scrutiny Committee to provide members with an opportunity to review the detailed information presented to the SIG and are detailed clearly in a comprehensive list.

To receive the report of the Special meeting of the Executive held on 20th September 2004 (

7.
LOCAL GOVERNMENT AND HOUSING ACT 1989
LOCAL GOVERNMENT (COMMITTEES AND POLITICAL GROUPS) REGULATIONS 1990
The Council is under a duty to review the allocation of seats on principal Committees, namely the three Overview and Scrutiny Committees and the Regulatory Committees, i.e. the Licensing and Regulatory Committee and the Development Control Committee, as soon as practicable after the recent by-election in the Cranleigh East Ward. The election of Mr K T Reed to the Council and his membership of the Liberal Democrat Group does not change the political proportions. Calculations giving the allocation of seats are set out below.
The following two groups are registered under the provisions of the Local Government and Housing Act 1989. The political breakdown of the Council is:-

To calculate the allocation of seats on principal committees, it is necessary to proceed as follows:-
(i) Total number of seats on all relevant committees – 81
(ii) Proportion that each registered political group forms of the total membership of the Authority in accordance with the above registration:-

The Conservative Group has put forward Mr R D Frost to the vacancy on the Environment and Leisure Overview and Scrutiny Committee.
Recommendation
It is recommended that the Council formally resolves that the seats on the principal committees listed above, be allocated as shown above.

8.
EXCLUSION OF PRESS AND PUBLIC
To consider the following motion, to be moved by the Mayor, where appropriate:-
That pursuant to Procedure Rule 20 and in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of any matter on this agenda on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during the item, there would be disclosure to them of exempt information (as defined by Section 100I of the Act) of the description specified in the appropriate paragraph of Part I of Schedule 12A of the Local Government Act 1972 (to be identified, as necessary, at the meeting).
