Background

1. Following an instruction to seek a commercial tenant for these premises, Messrs London Clancy were instructed to market the property in October 2002. The property was advertised in the usual way and suitable tenants sought.

2. In February 2003, an offer was received from Farnham Christian Community Trust to lease the premises for the purposes of a drop in centre, for young people. This offer was to take a five year lease with a rolling break clause after two and a half years. The break clause would be annual. Whilst the Trust would pay the asking rent they are seeking a nine month rent free period.

3. An approach has also been made by Farnham CAB who are interested in relocating to Montrose House. The CAB are scheduled to be moved to new premises as part of the East Street redevelopment scheme. A feasibility study has been carried out showing that the CAB could be accommodated in the ground floor of Montrose House with a slightly increased floor area, leaving the upper floors with a separate access to be let to a commercial tenant. The effect of Waverley moving the CAB out of the East Street scheme would be to increase the premium the Council would be likely to receive for East Street. Details of the estimated increase are set out in the (Exempt) Annexe.

Conclusion

4. Subject to any necessary planning consent being granted, there is a possibility of securing a letting at market value although officers would advise that the terms offered by the Trust for a drop in centre be negotiated. Equally the premises could be utilised for a CAB with a commercial letting of the upper floors.

Recommendation

That Members advise officers on how they would wish to proceed in the letting of the premises.
