MINUTES
To confirm the Minutes of the Meeting held on 9th June 2003 (to be laid on the table half an hour before the meeting).

DISCLOSURE OF INTERESTS
To receive from Members, in relation to any items included on the agenda for this meeting, disclosure of any interests which are required to be disclosed by Section 94(1) of the Local Government Act 1972 and in accordance with the Waverley Code of Local Government Conduct.

The Chairman to respond to any questions received from members of the public of which notice has been duly given in accordance with Procedure Rule 10.
FORWARD WORK PROGRAMME
5.
EXECUTIVE FOUR-MONTH ROLLING PROGRAMME

To receive the Four-Month Rolling Programme of key decisions, which was considered by the Executive at its meeting on 23rd June 2003, attached at
Appendix A.
6.
COMMITTEE WORK PROGRAMME
[Wards Affected: N/A]
At the last meeting of this Committee, members agreed to submit up to three items which they would like to see included in the Committee’s work programme, to the designated Overview and Scrutiny Officers.
The deadline for receipt of these suggestions is Friday 27th June and therefore a full list of items received will be circulated, along with an officer commentary setting out cross-cutting issues, resource implications and suitability for in-depth reviews.
The Committee will then be asked to prioritise the items at the meeting.
Recommendation
It is recommended that:-
1. the information be received; and
2. the Committee prioritise the items tabled and decide upon their future work programme for the ensuing Council year.
7.
blackwater valley sub-regional study
The report by the Consultants Atkins/Ancer Spa commissioned by the Blackwater Network of Authorities (Hants and Surrey County Councils, Bracknell Forest and Wokingham Unitary Authorities and Guildford Borough, Hart District, Rushmoor Borough, Surrey Heath Borough and Waverley Borough) has now been received. The report at
Appendix B
summarises the main findings of the Study, assesses the three scenarios for future policy direction, suggests ways of developing the wider vision for and role of the Blackwater Valley (especially having regard to the recent Planning Bill which stresses the need to develop and foster joint working), and identifies additional information and resources which will be needed to take the work forward and develop the wider vision for and role of the Blackwater Valley.
A copy of the Executive summary has already been circulated to all Members.
The study has been widely publicised. Parish and Town Councils, interested organisations and other bodies have received copies of the study and have been invited to contribute to the debate. Copies of the Summary document have been made available free at the main Waverley Offices in Godalming and at the Farnham Locality Office. Comments are sought by 18th July 2003.
Recommendation
:
It is recommended that the Council
1. is of the view that the study has satisfactorily addressed the issues identified in RPG9;
2. is of the view that the way forward should be through a combination of Scenarios 1 and 3;
3. re-affirms its commitment to support joint interdisciplinary initiatives in the Blackwater Valley area;
4. urges the Network to give consideration to undertaking the areas of work identified in Section (v) (a) - (d) above; and
5. requests the Network to draw up cost estimates for the various studies and to seek financial support from GOSE, SEERA and SEEDA.

EXCLUSION OF PRESS AND PUBLIC
To consider the following recommendation on the motion of the Chairman:-
Recommendation
That, pursuant to Procedure Rule 20, and in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following item on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during this item there would be disclosure to them of exempt information (as defined by Section 100I of the Act) of the description specified in the appropriate paragraph(s) of Part I of Schedule 12A to the Act (
to be identified, as necessary, at the meeting
).
