Summary and purpose:

This report gives details of Waverley’s performance in 2003/04 in respect of all the Council’s Best Value and Local Performance Indicators. The regular monitoring and reporting of Waverley’s performance in delivering its services has positive implications for most, if not all, the quality of life issues set out above.

E-Government implications:

Comprehensive information on Waverley’s performance was published on the Council’s website on 29th June 2004 as part of the Council’s Corporate Plan. Further, the Audit Commission has developed an Electronic Data Collection (EDC) system to facilitate the collection of Best Value Performance Indicators from Councils. Waverley’s data was submitted on-line to the Audit Commission on 30th June 2004.

Resource and legal implications:

There are no direct resource and legal implications associated with this report.

Waverley’s performance in 2003/04

1. The table attached at Annexe 1 sets out for the consideration of the Executive the following information:-

A description of all the Best Value Performance Indicators (BVPIs) and Local Performance Indicators (LOPIs) which have been published in Waverley’s Corporate Plan. The Council’s actual performance in respect of each indicator for 2001/02, 2002/03 and 2003/04 and the target for 2003/04. For the national BVPIs, the upper quartile figure for all district authorities for 2002/03 (i.e. the level of performance exceeded by the best performing 25% of district councils). Where Waverley’s performance in 2003/04 was within the level of performance of the worst performing district councils (for 2002/03) these indicators are highlighted.

2. Members are asked to note the officer comments detailed in Annexe 2 about Waverley’s performance in 2003/04.

Overview & Scrutiny Committee Comments

3. The performance indicators have been the subject of reports to the relevant Overview and Scrutiny Committees and those Committees were asked to make observations about the indicators within their remit to the Executive:-

Environment and Leisure Overview and Scrutiny Committee met on 28th June 2004 and felt unable to look in depth at the report on Performance Indicators. It requested that the Chairman discuss with the officers ways of considering some indicators in more detail in the future. There are no specific observations to the Executive.

Community Overview and Scrutiny Committee met on 29th June 2004 to consider the indicators and how, in presentational terms, that Committee would receive performance indicator information in future. There are no specific observations, on the performance indicators, to the Executive.

Corporate Overview and Scrutiny Committee met on 5th July 2004 to consider the indicators and how that Committee would receive performance indicator information in future. There are no specific observations, on the performance indicators, to the Executive.

Recommendation

It is recommended that the report and annexes thereto be received and noted.
