The Housing Options Appraisal Special Interest Group received copies of the final report from PPCR Associates on the results of the Test of Opinion (referred to also under Annexe 10 on the Community Overview and Scrutiny Committee agenda) and received presentations from the Directors of Housing and Finance on the current housing and financial situations.

The SIG felt unable to provide clear guidance on the way forward for Waverley, at this time. The SIG acknowledged that, based on the broad range of evidence gathered over the last year, Stock Transfer is the preferred option of the majority of the SIG. However, it was also noted that there were a number of inconsistencies in the latest responses from tenants by way of the Test of Opinion.

Whilst the majority of tenants agreed that repairs in excess of decent homes was their preference, this could not be delivered with the ALMO, which was the leading option at this stage.

In the light of advice from the Community Housing Task Force (CHTF), further analysis as to why there is the inconsistency in wanting an option which cannot deliver tenant aspirations, must be undertaken.
