National Non-Domestic Rates
1. The net cash collected in the financial year to 31st March 2002 was 25,763,699. When compared with a net collectable debit at 31st March 2002 of 26,259,238, this represents a collection rate of 98.11%. The comparable collection rate in the previous financial year was 98.29%.

2. However, the Government’s performance indicator for cash collection does not take into account the collection of those arrears that were outstanding at the start of the financial year, but only takes account of the net cash collected in respect of the debit raised for the financial year in question. For the year 2001/02 the net cash collected was 99.7% compared with 98.5% in the previous financial year. Waverley’s performance in 2001/02 of 99.7% compares with a national average of 97.9%, and 98.2% for shire districts, and places us joint 8th in the league table for England.

Council Tax

3. The net cash collected in the financial year to 31st March 2002 was 43,657,483. When compared with a net collectable debit at 31st March 2002 of 44,016,443, this represents a collection rate of 99.18%. The comparable collection rate in the previous financial year was 99.41%.

4. The Government’s performance indicator for the net cash collected in respect of the financial year 2001/02, ignoring the collection of those arrears that were outstanding at the start of the financial year, was 99.2%, which was the same collection rate as in the previous financial year. Waverley’s performance in 2001/02 of 99.2% compares with a national average of 96.1%, and 97.4% for shire districts, and places us joint 2nd in the league table for England.

Write-Offs

5. Since the meeting of the Executive on 12th March 2002, a number of debts have been written-off as they are irrecoverable. Details of all cases shown below may be inspected by members prior to the meeting, on application to the Director of Finance.

Resource Implications

7. In accordance with recommended accounting practise the Council maintains a provision for bad debts. This provision meets with audit requirements and is subject to annual review. The write-offs in the table above are within the normal annual allowance for such items.
