FORWARD WORK PROGRAMME

EXECUTIVE FOUR-MONTH ROLLING PROGRAMME

COMMITTEE WORK PROGRAMME: IN-DEPTH REVIEWS

7.1
Committee Work Programme
To note the progress on items relevant to this Committee, which are set out at
Appendix B
.
7.2
In-depth Reviews
Update on the work programme for 2006/7 in-depth reviews: -
i) Surrey County Council Highways Department input into Development Control Decisions (below);
ii) Haslemere Museum; and
iii) The Olympics in 2012 and the impact on Waverley
(Reserve).
7.3
Performance Indicators Sub Committee
The Executive agreed at its last meeting that a Sub Committee of four members could be formed to review the performance indicators within the remit of the Environment and Leisure Overview and Scrutiny Committee on a regular basis. The Chairman will ask for nominations (two from each of the Lib Dem and Conservative Groups) and the first meeting of the Sub Committee will be in Mid February.
Recommendation
The Committee is requested to nominate four Members to the Environment and Leisure Overview and Scrutiny Performance Indicators Sub Committee.
SCRUTINY ITEMS
8.
SURREY COUNTY COUNCIL HIGHWAYS DEPARTMENT INPUT INTO DEVELOPMENT CONTROL DECISIONS

Mike Green, West Team Manager, Transportation Development Control team at Surrey County Council will be attending the meeting. There will be a question and answer session as part of this Committee’s in-depth review of the County Council Highways Department’s input into development control decisions. The report at
Appendix C
summarises the background to the review.
Recommendation
The Committee is requested to:
1. Review the documents at Annexe 1 and Annexe 2.
2. Discuss any queries with the Surrey County Council Representative
regarding the documents at Annexe 1 and Annexe 2.
3. Formulate recommendations to Joint Planning Management
Committee and the Executive on ways of improving the service to
people in the Borough, which may include requests to Surrey County
Council to improve its service.

10.
PARKING SERVICES RESTRUCTURE

The report at
Appendix E
seeks authority for the restructuring of the Environment and Leisure Department’s Parking Services Section (the Parking Office) to accommodate the management and enforcement of both on-street and off-street parking under a decriminalised parking enforcement (DPE) regime.
Recommendation
It is recommended that the Director of Environment and Leisure and the Head of Personnel and Central Services be authorised to restructure the Parking Services Section of the Council in accordance with the proposals set out in this report including the regrading of posts and recruitment of the required new posts.

FINANCIAL STRATEGY 2007/08 – 2009/10

11.1
Draft General Fund – Revenue Estimates 2007/08
The report at
Appendix Fi
updates the Committee on the latest position regarding the General Fund Budget. It contains proposals for reducing the Budget shortfall, which the Executive is due to consider on 9th January. This Committee is asked to give its views on subsequent recommendations from the Executive. The Executive will give final consideration to the Budget on 6th February 2007, including the comments reported from the Overview and Scrutiny meetings and the Licensing Committee, before making recommendations to Council on 20th February 2007.
Recommendation
It is recommended that the Committee give further consideration to the draft General Fund Estimates for the services within its remit, including the proposed Budget Reductions.
11.2
Draft General Fund – Capital Programme 2007/08
The report at
Appendix Fii
presents the proposals for the draft 2007/08 Capital Programme in respect of the General Fund services for consideration by the Overview and Scrutiny Committees during January. Observations will be reported to the Executive on 6th February, with final approval of the Capital Programme being determined by Council on 20th February 2007.
Recommendation
It is recommended that the Committee notes the report and informs the Executive of its views on the draft Capital Programme for the services within its remit.
12.
SPONSORED ORGANISATIONS SCHEME

The report at
Appendix G
considers the applications from the Sponsored Organisations for revenue funding in 2007/08. The report details the assessment of applications against the approved Sponsored Organisation Scheme criteria and provides recommendations for funding.
Recommendation
It is recommended that the Committee considers:

the Sponsored Organisation Scheme applications within its remit as detailed in
Annexe 1
and makes grant recommendations to assist the Executive in its consideration of all applications on 6th February 2007; and,
·
the proposal to contribute to the Waverley Voluntary Grants Panel in 2007/08 at the level of £52,410, being the 2006-07 level plus inflation; and,
·
whether to adjust the proposed amounts to enable either/both the Cranleigh Arts Centre and the Haslemere Educational Museum to receive additional grant in 2007-08
13.

To consider the following recommendation on the motion of the Chairman: -
Recommendation
That, pursuant to Procedure Rule 20, and in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following item on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during this item there would be disclosure to them of exempt information (as defined by Section 100I of the Act) of the description specified in the appropriate paragraph(s) of Part I of Schedule 12A to the Act (
to be identified, as necessary, at the meeting
).
