The purpose of this report is to advise that the tender to operate the Thursday market at Village Way Car Park, Cranleigh, is shortly due for renewal. It is recommended that tenders be invited for a new three year lease.

Quality of life implications
– social, environmental & economic (sustainable development):
The Thursday Market on Cranleigh’s Village Way Car Park has operated for many years. It provides a venue where largely local producers can sell their wares at competitive prices. Being in the centre of Cranleigh, it is easily accessible by public transport.

The lease produces a revenue stream for Waverley. By putting the lease out to tender, Waverley is able to demonstrate that the best possible price is obtained from a wide variety of bids through advertising the tender in the relevant periodicals.
There will be implications for legal resources in drafting and concluding the lease arrangements.

1. The lease of the market at Cranleigh is due for renewal. The market is run by an operator chosen by tender on the basis of a three-year lease. The present operator is Wendy Fair Markets Limited, which has run the market since 2001. The rental sum achieved at the last tendering exercise is referred to in the
(Exempt)
Annexe
to this report.
2. The Council seeks to optimise the use of its car parks and maximise its income from any commercial lettings. It is therefore proposed to use the tendering process again for the new three-year lease of the market. This achieves two objectives:-
a. the highest price can be seen to be obtained; and
b. bids may be obtained from a number of parties as well as from the present Lessees through advertising the tender in the relevant periodicals.
3. In order to reflect the use of the car park by the market, it is proposed to increase the area to that shown on the plan
annexed
. This area has planning permission.
Recommendation
It is recommended that:
1. tenders be invited for a new three-year lease for the Cranleigh Market; and
2. the Property and Development Manager be authorised to select the proposed Lessee having regard to the tender price submitted and receipt of satisfactory references.
