There may be implications for e-government in the consultation processes.

Resource and Legal Implications

The more extensive engagement of the public in the planning process will, inevitably, have significant implications on the time resources of the Planning Policy Section, the Chief Executive’s Department and Communications. Whilst it is difficult to identify these implications with accuracy at this stage, it is clear that some additional resources will be needed.

Background

1. At the meeting of the Special Interest Group on the 4th August the overall structure of the Statement of Community Involvement was agreed. Members sought a number of changes to the document. These have now been made. A second draft is attached at Annexe 1 for endorsement prior to it being considered by the Executive where it will be considered as the basis for consultation in October.

2. An early Stakeholder event took place on the 22nd July 2004. There was a general concern about consultation overload/fatigue. A strong preference was expressed by those who attended for short, concise briefings/information, preferably in regular electronic newsletter format, though it was recognised that not all organisations have access to e-mail and the Internet. Those who attended felt that accuracy should not be sacrificed for simplicity. They also stressed the need for information to be made available as early as possible to enable clerks/secretaries to disseminate.

3. It is intended that there will be a six-week period of consultation on the SCI in December 2004/January 2005. It is anticipated that the Examination will take place by way of Written representations in June 2005. Adoption would follow in December 2005.

Recommendation

It is recommended that the Environment and Leisure Overview and Scrutiny Committee forward its comments to the Executive prior to it being published for consultation.
