Summary and purpose:

Waverley’s Performance Management Framework (PMF) contains a host of statutory (BVPI) and locally defined (LPI) indicators that assist Members and officers in identifying current improvement priorities.

The indicators in Waverley’s PMF are reviewed quarterly by the Executive. This report details performance against those indicators pertinent to the remit of the Council’s three Overview and Scrutiny Committees during the third three-month period of 2007/08.

Environmental implications:

This report has no direct environmental implications.

Social / community implications:

The indicators contained within this report relate directly to the provision of social housing, the management of homelessness and to the business of keeping Waverley’s communities safe and secure.

E-Government implications:

This report has no direct e-government implications.

Resource and legal implications:

Active review of Waverley’s performance information is an integral part of the Best Value process, enabling the Council to improve Value for Money across its services. Publication of performance against the statutory Best Value Performance Indicators (BVPIs) is a legal requirement on the Council.

Introduction

1. Waverley’s Performance Management Framework (PMF) contains a host of statutory (BVPI) and locally defined (LPI) indicators that assist Members and officers in identifying current improvement priorities.

2. The Council’s three Overview & Scrutiny (O&S) Committees review performance indicators on a quarterly basis through ‘Performance Sub-Committees’. The sub-committees consist of four members and are supported by specialist officers appropriate to the areas of performance under consideration. Findings from the sub-committees are presented to the full O&S Committee meetings for ratification.

3. The statutory national performance indicator framework is being revised with effect from the 1st April 2008. Many of the BVPIs are being abolished and there are new National Indicators (NIs) for 2008/09 onwards. Waverley’s national and local indicators, together with draft targets, will be reported to the Executive for consideration at its meeting on 10 June 2008. The full year performance figures for 2007/08 under the current PMF will also be reported to this meeting.

4. The performance reports presented to the full O&S Committees relating to Quarter 3 of 2007/08 are attached at Annexe 1 to this report. The observations of the three O&S Committees will follow as Annexe 2 to this report.

Recommendation

The Executive is requested to note the observations of the O&S Committees on the Quarter 3 performance indicators, as set out in Annexe 2.
