OBSERVATIONS OF THE ENVIRONMENT AND LEISURE OVERVIEW AND SCRUTINY COMMITTEE
14.1.1
PLANNING SERVICES - CURRENT PRESSURES AND ISSUES
Following a request from four members of the Committee to call this item in for scrutiny, the Environment and Leisure Committee considered the report, circulated at Appendix A to its agenda, at a meeting held on 7th June 2004.
The Committee wished to call-in only the following part of the decision:-
"4. the Executive confirms that single dwellings are small-scale developments for the purposes of the delegation scheme and fall within delegated decisions to officers."
The Committee decided to endorse the Executive's decision on the understanding that the Executive would put it forward as a recommendation to the next Council meeting so that the Council could, if it wished, review the decision but that it would operate in the interim period.
The Committee also asked the officers to provide more specific quantitative information about the effects of the redefinition of the delegation scheme to help the Council to review the decision. This should cover the number of additional applications which could be determined by the Officers and the effect on performance indicators.
Recommendation
The Executive is asked to consider the observations of the Environment and Leisure Overview and Scrutiny Committee.
