Summary & Purpose
This report sets out draft Terms of Reference and the proposed membership of the Member Development Special Interest Group (SIG) for consideration and approval by the Executive. This SIG will take forward the work involved in achieving the South East Charter for Elected Member Development.

Summary and Purpose:

This report sets out draft Terms of Reference and the proposed membership of the Member Development Special Interest Group (SIG) for consideration and approval by the Executive. This SIG will take forward the work involved in achieving the South East Charter for Elected Member Development.

Environmental Implications

A key part of the training will be to increase awareness for existing Members and newly elected Members on sustainable development issues.

Social/Community Implications

There are benefits to the community in Waverley if Councillors' effectiveness is increased and a structured induction programme could also encourage people from a broader spectrum of the community to put themselves forward as candidates for the May 2007 elections.

E-Government Implications

Members will be aware that an increasing amount of information is available on-line and a key part of the training will be to help Members gain maximum benefit from this technology. There may also be increased use of e-learning for Councillors.

Resource and legal Implications

The review may well result in a need to review the budget for Member training for 2007/08 and part of the training will be to increase Members' awareness of the legal framework for decision-making.

Background

1. At its meeting on 30th May 2006, the Corporate Overview and Scrutiny Committee considered a report, which had been referred to it by the Executive, asking for suggestions for progressing the South East Employers Charter for Member Development, involving all members in the process and for the induction process for members after the 2007 elections. 2. The Committee resolved that Member development must be supported, with the reservation that demands on member time had to be carefully evaluated and that possible resource implications should be researched in more detail; and that the suggestion of a Special Interest Group (SIG), to help progress the Charter and achieve member involvement in the process, should be supported.

3. On 18th October 2006, a workshop, facilitated by Mark Palmer from South East Employers, took place for Members to be advised of the principles of the Member Development Charter. A web cast of this session will be available shortly.

4. At the Council meeting on 7th November 2006 Group Leaders will be asked to confirm their commitment by formally signing up to the South East Charter for Elected Member Development.

Proposal

5. In order to move forward with the work involved in achieving Charter Status, a Member Development SIG has already been established.

6. Following consultation with Group Leaders, the proposed membership of the SIG is as follows:

7. The first meeting of the SIG is being arranged and will take place before the end of the year.

8. The proposed terms of reference for the SIG are as follows:-

(a) To meet at least four times per year on dates to be mutually agreed by the Chairman and Vice-Chairman.
(b) To lead on member development activities/needs and ongoing arrangements for member development;
(c) To champion member development at Waverley;
(d) To establish an action plan for achieving Charter Status by May 2008 and make recommendations to the Executive;
(e) To oversee implementation of the action plan and to monitor and advise on the Council’s ongoing arrangements for Member Development;
(f) To consult on an improved induction process for new members elected in May 2007, and implement this;
(g) To prepare and submit an annual training programme to the Executive having taken account of the outcome of an annual member development survey and reviewing events held;
(h) To analyse Member Development needs at a corporate and individual level in the context of the Council’s Plan for the future; and
(i) To help ‘sell’ development opportunities to Members.

Recommendation

It is recommended that the Executive 1. endorses the membership of the Member Development Special Interest Group as set out in paragraph 6 above; and

2. agrees the terms of reference for the Member Development Special Interest Group, as set out in paragraph 8 above.
