9. MINUTES (Agenda Item 1)

The Minutes of the Meeting held on 16th May 2007 were duly confirmed and signed.


10. APOLOGIES FOR ABSENCE (Agenda Item 2)

Apologies were received from Cllr Baily, Cllr Byham, Cllr Edwards and Cllr Mrs Fleming.


11. DISCLOSURE OF INTERESTS (Agenda Item 3)

It was noted that the owner of the property at Runfold House, Runfold St George, Badshot Lea, which was the subject of the Enforcement Action Report (Agenda item 10), had been a Waverley Borough Councillor from 1991 – 1999 and in this capacity was known to the following Members: Cllrs Band, Mrs Beel, Byham, Mrs Cable, Mrs Cockburn, Mrs Ellis, Mrs Frost, Inman, Isherwood, Mrs Savage and Webster. It was noted that Cllr Lovell was also acquainted with the owner of the property. The Council’s Monitoring Officer had advised that the nature of Councillors’ acquaintance with the owner of the property fell outside the personal interest definition of ‘close association’, and therefore there was no personal interest to be declared.

12. PLANNING ENFORCEMENT QUARTERLEY REPORT (Agenda Item 6 Appendix A)

RESOLVED that the quarterly report on enforcement action taken be noted.

13. APPLICATIONS FOR PLANNING PERMISSION (Agenda Item 7)

RESOLVED that the applications for planning permission, as set out in the Schedule attached, be determined as shown in column 3 thereof.

14. EXCLUSION OF PRESS AND PUBLIC
(a) to give under any enactment a notice under or virtue of which requirements are imposed on a person; or,
(b) to make an order or direction under any enactment (paragraph 6)


15. ENFORCEMENT ACTION – RUNFOLD ST GEORGE, BADSHOT LEA (Agenda Item 10 (Exempt) Appendix B)

RESOLVED that the recommendations set out in (Exempt) Appendix B be agreed.

1. The proposed development by reason of its design, bulk, scale and mass would be out of keeping with the prevailing character and appearance of the area and would result in a loss of privacy and overbearing impact to surrounding properties in conflict with Policy SE4 of the Surrey Structure Plan 2004 and Policies D1 and D4 of the Waverley Borough Local Plan 2002.
2.
