EXECUTIVE COMMITTEE – 13TH NOVEMBER 2001

I refer to the agenda for the meeting of the Executive Committee on Tuesday next, 13th November and now enclose for members of the Committee the following reports:-

6. REVIEW OF OVERVIEW AND SCRUTINY ARRANGEMENTS - REPORT OF DISCUSSION BY THE NEW CONSTITUTION SPECIAL INTEREST GROUP (SIG)

Recommendation

9. MILFORD HOSPITAL: PROPOSED SUPPLEMENTARY PLANNING GUIDANCE
[Wards Affected: Busbridge, Hambledon
and Hascombe, Godalming wards, Witley]

The report at Appendix E discusses Milford Hospital, which lies in a rural area within the Metropolitan Green Belt about a mile and a quarter south of Godalming town centre. The site has been identified as a Major Development Site in the Replacement Local Plan. This report proposes that Supplementary Planning Guidance be prepared to guide the future development of the site and includes a summary of the aims, scope and content of the SPG together with a projected timetable. It is proposed that the draft SPG be prepared by the planning consultants acting for the current owner, the Secretary of State for Health, for consideration by the Local Plan Special Interest Group. The Council will therefore retain ownership and control of the process.

There are no direct “Opportunities for All” or community safety implications at this stage. The preparation of the brief and its contents will need to have regard to the environmental and human rights implications are set out in the report. Whilst there will be no direct financial resource implications, there will be staff/manpower implications. This proposal represents a cost-effective way of resolving the planning issues on the site with minimal expense to the Council.

Recommendation

It is recommended that:-

1. the principle of the approach to the creation of Supplementary Planning Guidance (SPG) be agreed;

2. the owners of the site, through their agents, be encouraged to prepare the draft SPG in partnership with the Council; and

3. the terms of reference of the Local Plan Special Interest Group be expanded to include consideration of the draft Milford Hospital SPG, be approved.
