|Construction of a new access and erection of three storage sheds (as amended by letter dated 10.02.05 and plans received 11.02.05)||RESOLVED to recommend to the Development Control Committee to REFUSE the application for the following reasons:-|
1. No adequate provision is included in the proposals for the satisfactory turning of servicing vehicles clear of the highway and the proposal is therefore contrary to Policies DN2 and DN3 of the Surrey Structure Plan 2004 and Policies M2, M14 and M17 of the Waverley Borough Local Plan 2002.
|2. The proposed development would result in the loss of four trees subject to a Tree Preservation Order which would be detrimental to the visual amenity and character of the area. The proposal is therefore contrary to Policies SE4 and SE9 of the Surrey Structure Plan 2004 and Policies D1, D4, D6 and D7 of the Waverley Borough Local Plan 2002.|

No development shall take place until a Method of Construction Statement, to include details of:-
| (a) recycling of building materials;|
| has been submitted to and approved in writing by the Local Planning Authority. Only the approved details shall be implemented during the construction period.|
To minimise the use of non-renewable resources through the re-use or recycling of previously developed buildings and materials and to accord with Policies SE1 and SE2 of the Surrey Structure Plan 2004 and Policy D3 of the Waverley Borough Local Plan 2002.

1. The proposed development by reason of its scale, height and proximity to neighbouring dwellings would be out of keeping with the street pattern and would materially detract from the character and appearance of the area in conflict with Policy SE4 of the Surrey Structure Plan 2004 and Policies D1 and D4 of the Waverley Borough Local Plan 2002.
2. The erection of two dwellings on this site, as proposed, would result in loss of amenity to neighbouring occupiers by reason of its overbearing impact. It would be contrary to Policy SE4 of the Surrey Structure Plan 2004 and Policies D1 and D4 of the Waverley Borough Local Plan 2002.
