4.
CONSULTATION DRAFT OF THE SURREY WASTE PLAN
[Wards Affected: ALL]
The report at
Appendix A
sets out the objectives and main issues of the ‘Surrey Waste Plan - Preferred Plan 2005’ and explains the implications of the Plan for Waverley. The Plan is currently undergoing a period of consultation and the issues will be discussed on the same day by a Waste Forum to which all Waverley Members have been invited. A copy of the Surrey Waste Plan is also enclosed for Members’ information.
Recommendation
It is recommended that the Committee advise the Executive to make the comments suggested in this report to Surrey County Council about the ‘Surrey Waste Plan - The Preferred Plan 2005’.

POSSIBLE SCRUTINY REVIEW - EFFECTS OF THE LICENSING ACT 2003 ON WAVERLEY'S TOWN CENTRES

An oral report on the possibility of a Scrutiny Review in 2006/7 on the effects on the Licensing Act 2003 on Waverley’s town centres.
Recommendation
To note the report.
6.
GODALMING LEISURE CENTRE – INTERIM CAPITAL INVESTMENT REQUIREMENTS
[Wards Affected: All Godalming Wards ]
The purpose of the report (previously circulated) is to outline issues concerning the current condition of the existing Godalming Leisure Centre in light of the findings of Structural and Mechanical & Electrical (M&E) Surveys carried out at the centre. The report also sets out recommendations for proposed capital investment in the centre as an interim measure in the Council’s objective of investing in Godalming leisure provision. The Executive’s decisions at its meeting on 8th November are reported and the Environment and Leisure Overview and Scrutiny Committee is asked if it wishes to make any observations to the Executive on 6th December.

The Committee is asked if it wishes to forward any observations to the Executive at its meeting on 6th December.
7.
REVENUE GRANT TO JSJ TRUST
[Wards Affected: All Godalming Wards]
The purpose of the report (previously circulated) is to inform the Environment and Leisure Overview and Scrutiny Committee of the Executive’s decision to support the current financial situation of the John Stanley Jeffries Trust (JSJ), who run Godalming Leisure Centre and to offer increased financial support from Waverley in the current financial year. The Environment and Leisure Overview and Scrutiny Committee is invited to make any observations to the Executive meeting on 6th December 2005.
Recommendation
The Committee is asked if it wishes to forward any observations to the Executive at its meeting on 6th December.

Recommendation
That, pursuant to Procedure Rule 20, and in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following item on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during this item there would be disclosure to them of exempt information (as defined by Section 100I of the Act) of the description specified in the appropriate paragraph(s) of Part I of Schedule 12A to the Act (
