APPENDIX L

WAVERLEY BOROUGH COUNCIL

EXECUTIVE – 1ST APRIL 2003

Title:
BRIGHTWELLS TENNIS CLUB, FARNHAM – PROPOSED RELOCATION
[Ward Affected: Farnham Waverley]

Note pursuant to Section 100B(5) of the Local Government Act 1972

The Annexe to this report contains exempt information by virtue of which the public is likely to be excluded during the item to which the report relates, as specified in those paragraphs of Part I of Schedule 12A to the Local Government Act 1972 viz:-

The amount of any expenditure proposed to be incurred by the authority under any particular contract for the acquisition of property or the supply of goods or services. (Paragraph 8)

Any terms proposed or to be proposed by or to the authority in the course of negotiations for a contract for the acquisition or disposal of property or the supply of goods or services. (Paragraph 9)

Summary and Purpose

This report seeks the Executive’s views on schemes for the relocation of Brightwells Tennis Club in Farnham. There are resource and environmental implications which are referred to in the report.

Introduction

1. Members will recall that in order to provide vacant possession to allow for redevelopment on part of the East Street Regeneration scheme, Waverley has undertaken to relocate the Brightwells Tennis Club.

Background

2. The only land in Waverley’s ownership and within a reasonable distance of the present site is land at Riverside adjoining the temporary car park to the east of Riverside Court. An architectural feasibility study has shown that it is possible to accommodate a like for like replacement of four tennis courts (three floodlit) and a new clubhouse.

3. The Tennis Club have expressed a preference for increased playing facilities, together with a smaller clubhouse. An alternative scheme encompassing five tennis courts and a smaller clubhouse has therefore been costed.

Resource Implications

4. The estimated costs of these alternative schemes are shown in (Exempt) Annexe 1. The report to Council on 15th October 2002 identified that the cost of relocating the Tennis Club would need to be met from the capital receipt from East Street.

5. The land at Riverside Court would involve an appropriation from the Housing Revenue Account. Details will be included in a future report.

Recommendation

The Executive is asked to indicate its preferred scheme given the assumption that the cost will be funded from the anticipated capital receipt from East Street.
