This report seeks the agreement of the Executive to the award of an additional day’s leave at Christmas for this year only.

Quality of life implications – social, environmental & economic (sustainable development):

There are no specific implication for the Waverley community.

E-Government implications:

There are no e-Government implications.

Resource and legal implications:

There would be a small additional direct cost to the Council in those areas (Sheltered Housing Units) where additional cover arrangements may be necessary. There would also be an indirect cost associated with the loss of working time. Based on a full-time equivalent staffing level of 413, that loss would be 413 days work.

There would be a very small saving to the Council’s heating and lighting costs if the Executive were to agree to the proposal in the report that the additional day’s leave should be taken on a fixed day when the Council’s offices would close.

Introduction/Background

1. Christmas Day and Boxing Day fall this year on a Saturday and Sunday. There will therefore be public holidays in lieu on the Monday and Tuesday – 27th and 28th December 2004.

2. Waverley closes on one additional day at Christmas, the ‘Waverley Day’. Our practice is to allow Staff Side to carry out a survey of staff to identify the preferred Waverley Day. That survey is taking place at this time but the results will not be known until after the Executive meeting.

3. Officers have discussed but, for several reasons, never agreed, the possibility of awarding, as a one-off, an extra day’s leave for staff as a reward for the CPA and IIP outcomes. This was something that was done by a number of district councils in Surrey that achieved a good or excellent CPA rating.

4. It would need a reason to resurrect those discussions. An additional day at Christmas would be a good reason and it is the view of your officers that it would be a positive way to recognise the commitment and achievement of staff in what has been a difficult year.

5. It is also the view of your officers that it would be appropriate to grant this additional day, for this year only, by having two Waverley days when the Council’s offices would close (as happens in the case of the standard Waverley Day, special arrangements will be made to enable part-time staff who are not scheduled to work on the closure dates to benefit from this provision).

6. Following the established practice of determining the Waverley Day as the day that the majority of staff prefers, it is felt appropriate that the second Waverley Day for 2004 should be the day that is the second preference of staff as established by the survey.

7. The Council’s offices will also be closed on Monday 3rd January – another public holiday, this time in lieu of New Year’s Day.

8. The proposals in this report have the support of Staff Representatives.

9. It is not intended that a closure decision for 2004 should set a precedent for future years.

Conclusion

10. Your officers conclude that the award of a second Waverley Day for 2004 would be a measure that would support improved employee relations.

Recommendation

It is recommended that the Executive approves

1. the award of an additional Waverley (closure) Day for 2004/05 only; and

2. presuming that recommendation 1 is approved, the two Waverley (closure) Days for 2004 be the first and second choice of staff as expressed in the survey of staff that is currently taking place.
