Summary & Purpose
Waverley’s Performance Management Framework (PMF) contains a host of statutory (BVPI) and locally defined (LPI) indicators that assist Members and officers in identifying current improvement priorities.

The indicators in Waverley’s PMF are reviewed quarterly by the Executive. This report details performance against those indicators pertinent to the remit of the Environment and Leisure Overview & Scrutiny Committee, during the second third-month period of 2007/08.

The Sub Committee considered this report on 19th March 2008 and any observations or recommendations arising from that meeting will be reported verbally to Members.

This report has no direct environmental implications.

Social / community implications:

The indicators contained within this report relate directly to the provision of social housing, the management of homelessness and to the business of keeping Waverley’s communities safe and secure.

E-Government implications:

This report has no direct e-government implications.

Resource and legal implications:

Active review of Waverley’s performance information is an integral part of the Best Value process, enabling the Council to improve Value for Money across its services. Publication of performance against the statutory Best Value Performance Indicators (BVPIs) is a legal requirement on the Council.

Introduction

1. Waverley’s Performance Management Framework (PMF) contains a host of statutory (BVPI) and locally defined (LPI) indicators that assist Members and officers in identifying current improvement priorities.

2. All three Overview and Scrutiny Committees have ‘Performance Sub-Committees’. which consist of four members and are supported by specialist officers appropriate to the areas of performance under consideration. Findings from the sub-committees are presented at the full Overview & Scrutiny meetings for ratification.

3. The statutory national performance indicator framework is being revised with effect from the 1st April 2008 and a report was considered by Members at the January meetings of the performance sub-committees. Many of the BVPIs are being abolished and future meetings of the Community sub-committee will consider quarterly reports on performance against the new National Indicators (NIs) and any Local Indicators that the Committees wish to see.

4. Annexe 1 to this report details performance to quarter three of 2007-08 against the indicators in the Waverley PMF that are pertinent to the remit of this Committee.

Recommendation

It is recommended that the Sub-Committee notes any observations or recommendations it may have, in respect of the indicators in this report, the details of which will be passed to the Environment and Leisure Overview and Scrutiny Committee for their consideration.
