AGENDA

1. MINUTES

To confirm the Minutes of the Meeting held on 22nd January 2002 (to be laid on the table half an hour before the meeting).

2. APOLOGIES FOR ABSENCE AND SUBSTITUTIONS

To receive apologies for absence and to report any substitutions.

3. DISCLOSURE OF PECUNIARY AND OTHER INTERESTS

To receive from Members, in relation to any items included on the agenda for this meeting, disclosure of any pecuniary interests which are required to be disclosed by Section 94(1) of the Local Government Act 1972; and any personal non-pecuniary interests in such matters, in accordance with paragraph 10 of the National Code of Local Government Conduct.

To consider the updated work programme for the Committee, as set out at Appendix A.

OVERVIEW ISSUES

5. PLANNING GREEN PAPER: DELIVERING A FUNDAMENTAL CHANGE
[Wards Affected: N/A]

The Planning Green Paper was recently published for consultation. The report at Appendix B summarises the content, and recommends responses to the proposals within it.
Recommendation

It is recommended that any comments or observations on the draft responses to the Green Paper included within the report (in bold italics) be passed to the Executive for consideration.

6. REFORMING PLANNING OBLIGATIONS
[Wards Affected: N/A]

The purpose of the report at Appendix C is to consider the Government's proposals to change the system of planning obligations, and feedback comments from Waverley Borough Council.

Recommendation

That the report be referred to the Executive with any comments or amendments suggested by the Environment Overview and Scrutiny Committee.

7. NEW PARLIAMENTARY PROCEDURES FOR PROCESSING MAJOR INFRASTRUCTURE PROJECTS
[Wards Affected: N/A]

The purpose of the report at Appendix D is to consider the Council's response to the Government's consultation paper concerning the consideration of major infrastructure projects.

Recommendation

That the report be referred to the Executive for consideration, together with any comments or amendments suggested by this Overview and Scrutiny Committee.

8. COMPULSORY PURCHASE AND COMPENSATION: THE GOVERNMENT'S PROPOSALS FOR CHANGE

Recommendation

That the report be referred to the Executive for consideration, together with any comments or amendments suggested by this Overview and Scrutiny Committee.

9. COUNTRYSIDE AGENCY: CONSULTATION – A SOUTH DOWNS NATIONAL PARK
[Wards Affected: All]

The Countryside Agency has published a consultation document putting forward the South Downs as a National Park. No part of the proposed National Park lies within Waverley, although it does abut the Borough and County Boundary, south of Haslemere.
Recommendation

It is recommended that any comments or observations on the report be forwarded to the Executive for consideration.

10. QUESTIONS BY MEMBERS OF THE PUBLIC

The Chairman to respond to any questions received from members of the public of which notice has been duly given in accordance with Procedure Rule 10.

11. EXCLUSION OF PRESS AND PUBLIC
Recommendation

That, pursuant to Procedure Rule 20, and in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following item on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during this item there would be disclosure to them of exempt information (as defined by Section 100I of the Act) of the description specified in the appropriate paragraph(s) of Part I of Schedule 12A to the Act (to be identified, as necessary, at the meeting).
