BEST VALUE PERFORMANCE PLAN 2007/08



Summary & Purpose
By 30th June each year, local authorities in England are required to produce and publish a Best Value Performance Plan. This document sets out the actual performance achieved for the national statutory Best Value Performance Indicators (BVPIs) to which Waverley is subject for the financial year just ended. It also outlines the levels of improvement targeted for each of those indicators during the next three financial years.

This paper sets out, for consideration by the Executive, Waverley’s BVPI outturn for financial year 2006/07. It also lists officer recommendations for the targets to be included in the 2007/08 Best Value Performance Plan.

The BVPI set includes several indicators that relate to Waverley’s performance in key environmental service areas.

E-Government implications:

The Best Value Performance Plan is published annually on the Council’s website. The 30th June deadline to publish this information also coincides with the deadline for electronic submission of final outturn data to the Audit Commission.

Resource and legal implications:

The production and publication of the annual Best Value Performance Plan is a statutory requirement of Waverley Borough Council.

Introduction

1. Local authorities in England are required by statute to produce a Best Value Performance Plan by 30th June each year. 2. ODPM Circular 05/2006 sets out firm requirements for this Plan, those being that it must:

include information on all statutory BVPIs that the authority is required to collect and monitor
detail the outturn achieved against each of those indicators for the financial year just ended
where appropriate, set realistic but ambitious targets that are aligned with the Council’s stated priorities. These targets should cover the current financial year, and the next two financial years.

3. The paper attached at Annexe 1 sets out: The audited 2005/06 outturn data for all BVPIs in Waverley’s Best Value Performance Plan
The ‘All England’ top quartile performance levels for 2005/06 – i.e. the performance level Waverley needed to achieve during that period to fall within the top 25% of councils nationwide
The (unaudited) outturn for Waverley’s 2006/07 BVPI set (where available) – how the Council performed last year
Officer recommendations on targets for financial years 2007/08, 2008/09 and 2009/10. Recommendation

The Executive is asked to review the information contained at Annexe 1, and to determine the content of the 2007/08 Best Value Performance Plan.
