Best Value and Local Performance Indicators: Review of Waverley's Performance in 2004/05



Summary & Purpose
This report gives details of Waverley’s performance in 2004/05 in respect of the best value and local performance indicators that fall within the remit of the Environment & Leisure Overview and Scrutiny Committee. These indicators are to be published on 30th June 2005 as part of the Council’s Corporate Plan 2005/06.

The regular monitoring and reporting of Waverley’s performance in delivering its services has positive implications for most, if not all, the quality of life issues set out above.

Comprehensive information on Waverley’s performance will be provided in the Council’s Corporate Plan that will be published on the Council’s website from 30th June 2005.

Background

1. This year the Council is required to produce a Corporate Plan that reports on the Council’s performance during the previous year.

Waverley’s performance in 2004/05

2. The table attached as Annexe 1 sets out for the consideration of this Committee the following information:

A description of all the Best Value Indicators (BVPIs) and Local Performance Indicators (LOPIs) which fall within the remit of the Environment & Leisure Overview and Scrutiny Committee and which will be published in Waverley’s Corporate Plan.

The Council’s actual performance in respect of each indicator for 2003/04 and 2004/05 and the target for 2004/05.

The upper quartile figure for all district authorities for 2003/04 (i.e. the level of performance exceeded by the best performing 25% of district councils).

Consideration of key performance indicators

3. The indicators that are emboldened are those that the Committee has indicated that it wishes to see regularly. However, it is appropriate at the year-end for the Committee to consider all the indicators. The Committee should consider whether or not the emboldened indicators (i.e. BVPIs 109a-c – measuring the speed with which planning applications are determined) are the only ones that it continues to see regularly.

4. The Committee’s support officers will provide advice on which indicators would be usefully considered on a regular basis, and members may also wish to identify one or two of the indicators in which they are particularly interested.

5. Members are reminded that this matter may be revisited each time the Committee considers performance indicators so that the Committee may ensure that it is comfortable with the performance information.

Conclusion

6. The Environment & Leisure Overview and Scrutiny Committee is asked to consider the information presented in this report and invited to consider which indicators (in addition to those dealing with planning applications – BVPI 109 a-c) they would like to see more regularly.

Recommendations

It is recommended that members:

1. note the content of Annexe 1, 2. indicate whether or not they wish to continue to consider all performance indicators within the Committee’s remit; or 3. indicate which performance indicators they would like to focus on (should members wish to be more selective about indicators)

4. agree any observations to be forwarded to the Executive.
