This report sets out the progress on the Statement of Principles and introduces a proposal made by the Surrey Hills Area of Outstanding Natural Beauty Partnership, in cooperation with the National Trust, for the establishment of a Hindhead Area Joint Advisory Committee and a coordinator, for implementing the agreed Statement of Principles, after the Public Inquiry on the A3.

Progress Report on the A3 Public Inquiry and the Statement of Principles

The Council will be appearing at the Inquiry, starting on 7th September, to present the Council’s position in line with previous resolutions and consideration of the further amendments, included on this agenda. Your officers will be working with other authorities to coordinate evidence to be placed before the Inquiry.

The Hindhead Area Statement of Principles was agreed by Council on 16th December 2003. It was devised by a number of partners concerned with the future of the Hindhead area, and has been accepted by all parties. One of the benefits of drawing up the Principles was that they could be presented to the Public Inquiry on the A3 as a Statement committing the organisations to the aim “To work together to optimise the community, economic, landscape and ecological benefits arising from the construction of the A3 tunnel." A very recent proposal has been made by the Surrey Hills Area of Outstanding Natural Beauty Partnership, and by the National Trust, to set up a Joint Advisory Committee (JAC) and Coordinator. This Joint Advisory Committee would take the Principles forward after the Inquriy.

Further details about the JAC and Coordinator will be brought forward to the next meeting.
