Summary and purpose:

Authorisation is sought to dispose of a General Fund dwelling house with associated public conveniences on the open market. As the property is held under the General Fund, the proceeds from the sale are not affected by the same requirements as those held under the Housing Revenue Account.

Environmental implications:

There are no environmental implications to this report.

Social / community implications:

The sale of the property for development purposes will improve the local street scene and reduce the implications for graffiti.

Resource and legal implications:

The sale of the premises will provide Waverley with a capital sum.

Waverley will avoid the costs of bringing the property up to the Decent Homes Standard and demolishing the public conveniences.
1. Most of Waverley’s housing stock comprises purpose built estates constructed by predecessor authorities and Waverley itself. The Council does, however, own a small number of individual dwelling houses across the Borough. Some of these dwellings, where they are associated with operational land, fall within the General Fund.

2. 65a West Street is a General Fund chalet bungalow with attached public conveniences. The public conveniences were closed in 2004 and the house is now vacant. The property requires significant works to bring it up to Decent Homes Standard, including the demolition of the public conveniences. As there is no longer an operational need for the property, it is considered surplus to requirements. 100% of the capital receipt from the property would be allocated to the General Fund.

3. Background to the site is set out in the (Exempt) Annexe to this report. As can be seen in the plan at Annexe 1, the existing buildings cover a large proportion of the site area.

Financial and Legal Implications

4. As this property is not held under Part II of the Housing Act 1985, the usual constraints caused by disposing of residential premises do not apply. The General Fund may therefore retain the whole of any capital receipt obtained in the sale of the premises.

5. Waverley would avoid the cost of bringing this property up to the Decent Homes Standard and into a lettable condition for future occupiers. Waverley would also avoid the cost of demolishing the attached public conveniences.

Recommendation

It is recommended that the Executive gives approval to the disposal of the dwelling house and public conveniences at 65a West Street Farnham on the open market, on terms to be negotiated by the Head of Legal and Estates Services, and the reserved price to be subject to the approval of the Deputy Chief Executive in consultation with the Portfolio Holder for Finance and Property.
