Summary & Purpose
This report gives details of Waverley’s performance during the first six months of 2004/05 and invites the Executive to approve the proposed targets for 2007/08 in respect of the Council’s best value and local performance indicators. Similar reports have already been presented to the Community, Environment and Leisure and Corporate Overview and Scrutiny Committees regarding those indicators that fell within their particular remits and a summary of the comments made by Members of each of these committees is included in this report.

Background

1. Each year the Council is required to publish its performance during the previous year and its targets for the current year and the subsequent two years. The Council’s next Corporate Plan will be published by 30th June 2005. Original targets for 2004/05, 2005/06 and 2006/07 were approved by the Executive at its meeting on 3rd February 2004.

Waverley’s review of performance during the first six months of 2004/05, and targets for 2005/06, 2006/07 and proposed targets for 2007/08

2. The table attached as Annexe 1 sets out for the consideration of this Committee the following information:-

A description of all the Council’s Best Value Indicators (BVPIs) and Local Performance Indicators (LOPIs). Indicators shown in bold type are a point of focus for the Overview and Scrutiny Committee. The Council’s actual performance in respect of each indicator for 2003/04 and the targets for 2003/04. The Council’s actual performance in respect of each indicator for the first six months of the current financial year 2004/05 and the target for 2004/05. The agreed or revised proposed targets (where indicated in the commentary) for each indicator for 2005/06, 2006/07 and the proposed targets for 2007/08

Principles of target setting

3. Target setting is key to enable the authority to demonstrate that it is achieving best value and needs to be well documented. Targets should take into account the performance of other authorities (see “All districts upper quartile (UQ)” in Annexe 1), and should reflect the aims and objectives of the authority’s corporate strategy. 4. Target setting must also be challenging in order to demonstrate that the authority is seeking continued improvement.

Comments on Waverley’s reviewed and proposed targets

5. Members are asked to note the comments in Annexes 2 & 3 in relation to Waverley’s performance for the first six months of the current financial year, the review of 2005/06 and 2006/07 targets and the proposed targets for 2007/08. Comments of the Overview and Scrutiny Committees are given below.

Corporate Overview and Scrutiny comments

6. The Corporate Overview and Scrutiny committee considered that the 2006/07 and 2007/08 targets for BVPI 79a, LOCE 25 and LOCE 26 were not sufficiently stretching. The new targets proposed are incorporated in Annexe 1 attached.

Environment and Leisure Overview and Scrutiny Committee comments:

7. The Environment and Leisure Overview and Scrutiny Committee suggested that:-

BVPI 82(b) suggested little was happening because the Council's efforts on home composting were not reflected.
the Executive should set more challenging targets for BVPI 84 (for the years 2005/06, 2006/07 and 2007/08.
BVPI 204 as performance was better than target, the Committee suggested setting a more challenging target.
BVPI 170 a-c quarterly information should be reported cumulatively - the new cumulative information for this PI is shown in Annexe 1.

Community Overview and Scrutiny comments

8. The Community Overview and Scrutiny Committee made no comments to the Executive.

Conclusion

6. The Executive is asked to consider the information presented in this report and to draw attention to any specific issues that it feels should be taken into account in the setting of targets for 2007/08.

Recommendation

It is recommended that the Executive agrees the proposed targets for 2007/08.
