Annexe 1

Minutes of the meeting of the Waverley Borough Council held in the Council Chamber, Council Offices, Godalming on 12th December 2006.

RESOLVED that the minutes of the Meeting of the Executive held on 5th December 2006 be approved, as amended, and the recommendations contained therein be adopted.

120. Option 3b is the Executive’s preferred facilities option, after taking into account the views of the Leisure Special Interest Group and the Environment and Leisure Overview and Scrutiny Committee;

121. officers work up detailed proposals, costings and contract terms for the preferred facilities Options 2(b) and 3(b) in parallel and report back to members at a future date;

121A. the proposals must include, in the case of both Options 2(b) and 3(b), the role of health promotion, especially for less affluent residents, and provision of affordable health and fitness facilities, with access all day for the public in Godalming.

122. the contract period for the management of Waverley’s leisure facilities should be 15 years, commencing July 2008 or before if contract terms can be negotiated, subject to the Council approval;

123. the management contract of the Council’s leisure centres be undertaken by a private sector management contractor under a hybrid trust model;

124. the procurement of the management contract should be achieved through solo negotiations with DC Leisure;

125. the procurement should be negotiated on the basis of a Design, Build, Operate and Maintain (DBOM) contract with DC Leisure; and

126. that the Director of Environment and Leisure, in conjunction with the Director of Finance and the Solicitor to the Council, be authorised to negotiate with DC Leisure and work up draft contract terms in relation to recommendations 123, 124 and 125 above.

127. the Director of Environment and Leisure, in conjunction with the Director of Finance and the Solicitor to the Council, be authorised to negotiate with the commercial leisure operator, the Broadwater Sports Club and Broadwater School with regards to the Godalming facilities, and work up draft contract terms in relation to recommendations 123, 124 and 125 above; and

128. in all negotiations, officers be instructed to demonstrate that good value for money is achieved by undertaking a benchmarking exercise of all the proposals, to include references to DLO’s Charitable Trusts and the private sector.
