AGENDA

1. MINUTES

To confirm the Minutes of the Meeting held on 22nd November 2004 (to be laid on the table half an hour before the meeting).

2. APOLOGIES FOR ABSENCE AND SUBSTITUTIONS

To receive apologies for absence and to report any substitutions.

3. DISCLOSURE OF INTERESTS

To receive from members declarations of personal and prejudicial interests in relation to any items included on the agenda for this meeting in accordance with the Waverley Code of Local Government Conduct.

4. QUESTIONS BY MEMBERS OF THE PUBLIC

The Chairman to respond to any questions received from members of the public of which notice has been given in accordance with Procedure Rule 10.

5. LICENSING ACT 2003 – PROPOSALS FOR DECISION MAKING ON LICENCE APPLICATIONS

The report at Appendix A puts forward a range of procedural decisions for the Committee to make to implement the Council's new responsibilities as Licensing Authority under the Licensing Act 2003. There are significant resource implications, but it is very difficult to quantify these yet.

Recommendation

The Committee is recommended to

1. appoint five Licensing Sub-Committees consisting of three members each, with a quorum of two members, and to agree a pattern for these to meet;

2. adopt the terms of reference set out at Annexe 1 to the report;

3. adopt the additions to the scheme of delegation, as set out in Annexe 2 to the report; and

4. ask officers to submit draft procedure rules to a future meeting.


6. REPORT OF THE MEETING OF THE LICENSING (GENERAL PURPOSES) SUB-COMMITTEE

To consider the report of the meeting of the Licensing (General Purposes) Sub-Committee held on 17th January 2005, attached at Appendix B.

Recommendation

It is recommended that the report be noted.
