LICENSING ACT 2003 – PROPOSALS FOR DECISION MAKING ON LICENCE APPLICATIONS

The report at
puts forward a range of procedural decisions for the Committee to make to implement the Council's new responsibilities as Licensing Authority under the Licensing Act 2003. There are significant resource implications, but it is very difficult to quantify these yet.
The Committee is recommended to
1. appoint five Licensing Sub-Committees consisting of three members each, with a quorum of two members, and to agree a pattern for these to meet;
2. adopt the terms of reference set out at Annexe 1 to the report;
3. adopt the additions to the scheme of delegation, as set out in Annexe 2 to the report; and
4. ask officers to submit draft procedure rules to a future meeting.
