COUNCIL MEETING – TUESDAY, 21ST FEBRUARY 2006

A Meeting of the WAVERLEY BOROUGH COUNCIL will be held in the COUNCIL CHAMBER, COUNCIL OFFICES, THE BURYS, GODALMING on TUESDAY, 21ST FEBRUARY 2006 at *7.00 pm and you are hereby summoned to attend such meeting.

The Agenda for the Meeting is set out below.

Prior to the commencement of the Meeting, prayers will be led by the Reverend Norman Jones of St Bartholomew’s Church, Haslemere.

AGENDA

1. MINUTES

To approve as a correct record the Minutes of the Extraordinary Meeting of the Council held on 19th December 2005 (herewith).

2. APOLOGIES FOR ABSENCE

The Mayor to report apologies for absence.

3. DISCLOSURE OF INTERESTS

To receive from Members declarations of personal and prejudicial interests in relation to any items included on the agenda for this meeting in accordance with the Waverley Code of Local Government Conduct.

4. MAYOR'S ANNOUNCEMENTS

5. QUESTIONS FROM MEMBERS OF THE PUBLIC

To answer the following questions received in accordance with Procedure Rule 10:-

(i) from Mrs C A Sandars of Farnham:-

"The media has recently reported that Steven Soderbergh, a film producer of international repute and stature, has decided that his latest film, 'Bubble', will be released simultaneously to cinema screens and DVD. This is, apparently, on the premise that cinema attendances are expected to fall and that the way forward for film distribution is to be jointly via DVD and cinema, rather than initially via large-screen cinema alone. It has to be assumed that this policy will impact even further on declining cinema attendance. Has the Council taken account of this new policy within the film industry in considering whether the plans for a new eight-screen cinema in Farnham's East Street Development should go ahead? Has the Council considered the implications for the town if the new cinema is so under-used that it becomes a white elephant soon after opening? Has the Council considered what alternative uses there might be for a largely redundant 1200 seat cinema?"

(ii) from Mr R Steel of Farnham:-

"With the conditional contract for the East Street Development due to expire in December, considerable emphasis is now being placed on the developers Crest Nicholson to drive the development forward following the lack of progress.

It has always been acknowledged that Riverside plays an essential role to these plans. Riverside is solely the responsibility of this council so may I ask if the remedial works to deal with contamination and flood risk is being approached with the same new-found zeal and may we have a progress report?"

(a) To receive the minutes of the meetings of the Executive held:-

(i) on 10th January 2006 (herewith – coloured grey);

(b) To receive the minutes of the meetings of the Licensing and Regulatory Committee held:-

(i) on 9th January 2006 (herewith – coloured aqua);

(ii) on 14th February 2006 (to follow – coloured aqua);

(c) To receive the minutes of the meetings of the Standards Committee held

(i) on 18th January 2006 (herewith – coloured buff);

(ii) on 24th January 2006 (herewith – coloured buff);

(d) To receive the minutes of the meeting of the Joint Planning Management Committee held on 15th February 2006 (to follow - coloured yellow).

7. RESIGNATION OF MR R H WORBY

Chief Executive to report the resignation of Councillor R H Worby.

8. EXCLUSION OF PRESS AND PUBLIC

To consider the following motion, to be moved by the Mayor, where appropriate:-

That pursuant to Procedure Rule 20 and in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of any matter on this agenda on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during the item(s), there would be disclosure to them of exempt information (as defined by Section 100I of the Act) of the description specified in the appropriate paragraph(s) of Part I of Schedule 12A of the Local Government Act 1972.
