To confirm the Minutes of the Meeting held on 23rd November 2004 (to be laid on the table half an hour before the meeting).

To receive apologies for absence and to report any substitutions.

DISCLOSURE OF INTERESTS
To receive from members declarations of personal and prejudicial interests in relation to any items included on the agenda for this meeting in accordance with the Waverley Code of Local Government Conduct.

FORWARD WORK PROGRAMME

EXECUTIVE FOUR-MONTH ROLLING PROGRAMME

Appendix A
, and to identify any issues which the Committee would wish to have sight of before they are considered by the Executive.

COMMITTEE WORK PROGRAMME: IN-DEPTH REVIEWS

6.1
Work Programme
It was agreed at the meeting on 16th March 2004 that the items to be included on the work programme for 2004/05 for in-depth reviews would be:-
(i) Development Control; and
(ii) Promoting Youth Activity in Sport and Countryside Pursuits
6.2
Future Work Programme
The Committee is invited to discuss its future work programme.
The Executive has agreed that a Youth Strategy Special Interest Group will conduct a review of services for young people. Members may consider that the work of the Youth Strategy Special Interest Group would duplicate the work proposed by this Committee for its second review as stated above.
It is suggested that the Environment and Leisure Overview and Scrutiny Committee request reports from the Special Interest Group on the work carried out as a way of addressing this Committee's interest in youth activity. It is therefore suggested this Committee pursue a different topic for an in-depth review. Members will recall that at its meeting on 16th March 2004, this Committee voted on what in-depth reviews to include on its forward work programme. 'Youth Activity' received the highest number of votes and 'Development Control' and 'Decriminalised Parking Enforcement' were tied in second place; the Chairman exercised his casting vote in favour of the recently completed review of Development Control. Therefore, there is the opportunity for this Committee to undertake an in depth review of Decriminalised Parking Enforcement, Members attention is brought to Agenda Item 9 which contains a report on this matter.

FINANCIAL STRATEGY 2005/06 - 2007/08

The report at
Appendices B.1
and
B.2
put forward revised proposals for the draft 2005/06 capital programme and revenue estimates in respect of General Fund Services. These reports are due to be considered by the Executive at its meeting on 11th January 2005.
Any proposals made by the Executive will be forwarded to the Overview and Scrutiny Committees for consideration at their meetings in January and February. These will be sent to members of this Committee as an

8.
SPONSORED ORGANISATION SCHEME – APPLICATIONS FOR REVENUE FUNDING 2005/06

The purpose of the report at
Appendix C
is to consider the applications from sponsored organisations for revenue funding in 2005/06.
The report details the assessment of applications against the approved Sponsored Organisation Scheme criteria and provides recommendations for funding.
Recommendation
It is recommended that the Committee considers the Sponsored Organisation Scheme applications within its remit as detailed in Annexe 4 to the agenda report and makes grant recommendations to assist the Executive in its consideration of all applications on 7th February 2005.
OVERVIEW ISSUES
9.
DECRIMINALISED PARKING ENFORCEMENT
The purpose of the report at
Appendix D
is to:
1. reconsider the request by Surrey County Council for Waverley Borough Council to enter into an Agency Agreement to operate on-street decriminalised parking enforcement in the Borough, in the light of further clarification and developments, and;
2. consider the potential effect of the introduction of decriminalised parking enforcement on the operation of the Council’s off-street car parks.
Recommendation
It is recommended that:
1. Officers be authorised to negotiate the terms and conditions of an Agency Agreement, between Surrey County Council and Waverley Borough Council, for Waverley to operate an effective decriminalised on-street parking enforcement operation in the Borough, at no overall cost to Waverley; and
2. Officers report back to the Committee with details of those terms and conditions and a detailed cost model to enable any observations to be passed to the Executive.

LOCAL DEVELOPMENT SCHEME

Appendix E
explains the Local Development Scheme and the Core Strategy and sets out the process in producing them.
Recommendation
It is recommended that this Committee notes the report and agrees any observations to be forwarded to the Executive.
11.
EXCLUSION OF PRESS AND PUBLIC
To consider the following recommendation on the motion of the Chairman:-
Recommendation
That, pursuant to Procedure Rule 20, and in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following item on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during this item there would be disclosure to them of exempt information (as defined by Section 100I of the Act) of the description specified in the appropriate paragraph(s) of Part I of Schedule 12A to the Act (

).
