To confirm the Minutes of the Meeting held on 11th September 2007 (to be laid on the table half an hour before the meeting).

To receive apologies for absence and to report any substitutions.

DISCLOSURE OF INTERESTS
To receive from Members declarations of personal and prejudicial interests in relation to any items included on the agenda for this meeting in accordance with the Waverley Code of Local Government Conduct.

The Chairman to respond to any questions received from members of the public of which notice has been duly given in accordance with Procedure Rule 10.
From Mrs Anne Cooper of Farnham:
The consultancy document 'What do theatre-makers need in Waverley' by Sally Ann Lowe was produced in March this year and is due to be reviewed by the Council early next year. As this brief document is written only from the perspective of Arts Council policy, would the ELOS Committee use its powers of scrutiny and widen its terms of reference to include information on provision for theatre from independent sources? For example, would the Committee request an investigation into 'The Mill at Sonning' near Reading which has been running successfully for 25 years as a a dinner theatre without public subsidy?

ROLLING PROGRAMME AND COMMITTEE WORK PROGRAMME

To receive, for information, the four month rolling programme of key decisions to be considered by the Executive at its meeting on 6th November 2007, attached as
Appendix A
. Members are also asked to note the work programme for the Executive for noting by the Environment and Leisure Overview and Scrutiny Committee which is attached at
Appendix B
.
Recommendation
To note the Rolling Programme and the Work Programme.
7.
IN –DEPTH REVIEWS
[Wards Affected: ALL]
At the last meeting, Members chose the following topics for 2007/8 In-Depth Reviews:
1. Recycling Issues - The Portfolio Holder for Environment and Leisure, Cllr J Sandy, will attend the meeting to give an update on recent progress on recycling issues.
2. Land Drainage – A report is attached at
Appendix C
from 2004 regarding the Land Drainage and Flood Defence Review Policy and Programme. There will be a discussion about the scope of the current review.
3. Transport Issues (Reserve)
Recommendation
To agree the scope of the Recycling and Land Drainage reviews.
PERFORMANCE ITEMS
8.
PERFORMANCE MANAGEMENT REPORT - QUARTER 2 (JULY - SEP) 2007/08
[Wards Affected: All]
Waverley’s Performance Management Framework (PMF) contains a host of statutory (BVPI) and locally defined (LPI) indicators that assist Members and officers in identifying current improvement priorities. The indicators in Waverley’s PMF are reviewed quarterly by the Executive. The report at
Appendix D
details the observations of the Environment and Leisure O and S PI Sub-Committee (to follow) on performance against those indicators within its remit during the second three-month period of 2007/08.
Recommendation
The Committee is asked to pass any observations or recommendations it may have to the Executive for their consideration.
9.
PERFORMANCE MANAGEMENT SCRUTINY: RETENTION OF INDICATORS FOR THE NEW PERFORMANCE MANAGEMENT FRAMEWORK

Following the Comprehensive Spending Review, the Government has announced 198 new performance indicators for local public services. These indicators will replace BVPIs and all other national performance indicators, and will come into effect from April 2008. In addition to familiarising itself with the new indicators and their likely impacts, Waverley Borough Council will need to reach a decision on which existing indicators will be retained / modified as local indicators under the new framework - the report at
Appendix E
refers.
Recommendation
Members are asked to note the contents of Annexe 1, and to delegate the process of working with officers to agree a local indicator retention schedule to its PI Sub-Committee.
SCRUTINY ITEMS
10.
REVIEW OF PLANNING ENFORCEMENT SERVICE
[Wards Affected: ALL]
The Chairman has requested a report to review the Planning Enforcement Service which would look at the following key issues and any others the Planning SIG suggests:

Resource Issues & Staffing

Interface with Public
·
Interface with Members
Should the Committee agree, officers will prepare a report for the January meeting of ELOS with a view to feeding its observations on effectiveness of the Enforcement Service to the Executive.
Recommendation
The Committee is invited to discuss a review on the Planning Enforcement Service.
11.
BUDGET ISSUES 2008/9
[Wards Affected: ALL]
A report is attached at
Appendix F
which outlines the approach that the Executive proposes is taken to the 2008/2009 Budget.
Recommendation
Members are asked to:
1. Comment on the approach to be taken to the 2008-9 Budget preparation process and in particular the highlighted issues that fall within the remit of this Committee;
2. Consider whether they wish to support the Executive in any representations to be made to the Government; and
3. Indicate areas within the remit of this Committee where they may wish to see a high priority for increased expenditure, or areas that may be identified as lower-priority.
12.
LOCAL DEVELOPMENT FRAMEWORK – ANNUAL MONITORING REPORT 2006/7

The report attached at
Appendix G
presents the draft Local Development Framework Annual Monitoring Report 2006/7 for consideration prior to its submission to the Government Officer of the South East.
Recommendation
It is recommended that the Environment and Leisure Overview and Scrutiny Committee forward any comments to the Executive.
13.
EXCLUSION OF PRESS AND PUBLIC
To consider the following recommendation on the motion of the Chairman: -
Recommendation
That, pursuant to Procedure Rule 20, and in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following item on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during this item there would be disclosure to them of exempt information (as defined by Section 100I of the Act) of the description specified in the appropriate paragraph(s) of Part I of Schedule 12A to the Act (
to be identified, as necessary, at the meeting
).
