There are no direct e-government implications arising out of this report.

Resource and legal implications:

The report relates to the achievement of administration savings in the order of 100,000 and seeks approval to the engagement of consultants to support that intention. There will be a cost associated with the engagement of consultants which is not, at this time known. However, a supplementary estimate will be required to meet this cost which the Executive is able to approve up to defined limits.

The legal implications relate to the requirement on the Council to achieve the desired outcome whilst working within procedural, contractual and statutory provisions.

Introduction

1. The Council leadership has requested that the Chief Executive initiates a review of the top management structure of Waverley Borough Council. The purpose of this review is to both reduce management/administrative costs and to provide Waverley with a top management structure that is in line with modern local government practice.

The Desired Outcomes of the Review

2. These can be summarised as: -
Allows for due and proper consultations with all relevant stakeholders. Works within the Council’s Rules of Procedure and Articles as well as within relevant contractual and statutory provisions.

Engagement of Consultants

3. Recognising the potential significance to Waverley of the matter under consideration, the Council leadership has requested that the Council should engage external consultants to provide an independent but expert view to councillors.

4. The aim is, in accordance with the Council’s procurement rules, to invite a minimum of three appropriate organisations to make proposals and fee bids against a detailed specification.

5. The successful bidder will be invited to provide costed options which consider the points set out in 1 to 8 of paragraph 2 above within the scenarios set out in the (Exempt) Annexe to this report. They will be required to produce an interim/progress report within 2 weeks of the start of the review.

Recommendation

It is recommended that: -

1. a review of the top management structure as set out in the report be noted and endorsed;

2. subject to the Council’s normal procurement procedures, the necessary steps be taken to identify an appropriate consultant to advise the Council on these matters;

3. approval be given to a supplementary estimate within the Executive’s financial limits; and

4. the preferred consultant be approved by the Executive at the meeting on 6th April 2004.
