3. MINUTES

To confirm the Minutes of the Special Meeting held on 29th March 2004 (to be laid on the table half an hour before the meeting).

To receive apologies for absence and to report any substitutions.

5. DISCLOSURE OF INTERESTS

To receive from Members, in relation to any items included on the agenda for this meeting, disclosure of any interests which are required to be disclosed by Section 94(1) of the Local Government Act 1972 and in accordance with the Waverley Code of Local Government Conduct.

6. QUESTIONS BY MEMBERS OF THE PUBLIC

The Chairman to respond to any questions received from members of the public of which notice has been duly given in accordance with Procedure Rule 10.

FORWARD WORK PROGRAMME

8. EXECUTIVE FOUR-MONTH ROLLING PROGRAMME

Because of the way the meetings fall in the first cycle, the Executive Four-Month Rolling Programme of Key Decisions will appear as an information item on the agenda for the next meeting of the Committee.

9. COMMITTEE WORK PROGRAMME
[Wards Affected: N/A]
9.1 It was agreed at the meeting on 16th March 2004 that the items to be included on the work programme for 2004/05 for in-depth reviews would be:-

9.2 A scoping report in respect of Development Control is included in the agenda for this meeting – Item 10 below. The report on Youth will appear on a future agenda.

10. REVIEW OF DEVELOPMENT CONTROL - SCOPING REPORT
[Wards Affected: N/A]

The report at Appendix A outlines the potential scope and process of a review of Development Control. The review's objective will be to make recommendations about ways to improve Development Control performance as measured by Best Value Performance Indicators (BVPIs).

Recommendation

It is recommended that

1. the Committee agrees to undertake an in-depth review of Development Control with the objective of making recommendations to improve performance as measured by the BVPIs;

2. the review be conducted in accordance with the process and timetable set out in the report; and

3. as a concurrent activity, the Committee receive information about ongoing performance against the Planning BVPIs at every future meeting.

11. REVIEW OF FLYTIPPING IN WAVERLEY - REPORT BACK

The report at Appendix B summarises the information and evidence submitted to the Committee at the special Select Committee mode meeting held on 29th March 2004 and the additional written submissions received. On the basis of that information and other background material reported to earlier meetings, it is intended that the Committee will consider the outcomes of the review of fly tipping, draw conclusions and make recommendations for inclusion in its final report to the Executive on the issue.


Recommendation

The Environment and Leisure Overview and Scrutiny Committee is recommended to consider the outcomes of the review of fly tipping, draw conclusions and make appropriate recommendations to the Executive on the issue.

12. DRAFT WAVERLEY BOROUGH CYCLE PLAN
[Wards Affected: N/A]

The purpose of the report at Appendix C is to commend the Executive to authorise an updated Cycling Plan to go out to public consultation. The Plan has been produced in conjunction with the Waverley Cycling Forum. It includes a proposed core strategic network of cycle routes, which will form the basis for future cycling provision in the Borough. Once adopted as Supplementary Planning Guidance, it will become a material consideration in determining planning applications.

Recommendation

It is recommended that the Executive be commended to approve the Draft Waverley Borough Cycling Plan as a basis for public consultation.

13. EXCLUSION OF PRESS AND PUBLIC

That, pursuant to Procedure Rule 20, and in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following item on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during this item there would be disclosure to them of exempt information (as defined by Section 100I of the Act) of the description specified in the appropriate paragraph(s) of Part I of Schedule 12A to the Act (to be identified, as necessary, at the meeting).

14. ANY OTHER ISSUES TO BE CONSIDERED IN EXEMPT SESSION
