OBSERVATIONS FROM OVERVIEW AND SCRUTINY COMMITTEES

FINANCIAL STRATEGY 2008/2009 - 2011/2012

All three Overview and Scrutiny Committees have now met in the current cycle of meetings, and their observations on the budget reports are set out below:-
Community Overview and Scrutiny Committee - 12th November 2007
The Committee supported the recommendations set out in the report with no particular observations to make to the Executive.
Corporate Overview and Scrutiny Committee - 19th November 2007
The Committee endorsed the recommendations and wished to support the Executive in any representations to be made to the Government, particularly relating to monies being taken from Waverley and reallocated elsewhere.
Environment and Leisure Overview and Scrutiny Committee - 26th November 2007
The Committee
1. commended the approach taken to the 2008/9 budget preparations and the efforts to communicate to Waverley's residents the financial difficulties Waverley faces;
2. supported the case that Waverley is being treated harshly by Government in the light of the earlier efficiency gains Waverley has made; and
3. indicated that the highest priority was to fund the proposed improvements to the recycling service, particularly the proposed collection of food waste.

LOCAL DEVELOPMENT FRAMEWORK - ANNUAL MONITORING REPORT 2006/2007

The Environment and Leisure Overview and Scrutiny Committee considered this item at its meeting on 26th November 2007 and wanted to make the following observation to the Executive. The Committee recommended that the report should emphasise the need to maintain a higher level of affordable housing, aiming at 30-40% and to examine measures the Council might take to increase the supply of affordable housing.
