AGENDA

1. MINUTES

To confirm the Minutes of the Meeting held on 7th July 2003 (to be laid on the table half an hour before the meeting).

2. APOLOGIES FOR ABSENCE AND SUBSTITUTIONS

To receive apologies for absence and to report any substitutions.

3. DISCLOSURE OF INTERESTS

To receive from Members, in relation to any items included on the agenda for this meeting, disclosure of any interests which are required to be disclosed by Section 94(1) of the Local Government Act 1972 and in accordance with the Waverley Code of Local Government Conduct.

4. QUESTIONS BY MEMBERS OF THE PUBLIC

The Chairman to respond to any questions received from members of the public of which notice has been duly given in accordance with Procedure Rule 10.

CALL-IN ITEM

The following item was considered by the Executive at its meeting on 23rd June 2003. Four members, identified below, have since requested that they would like to scrutinise the decision taken at that meeting:-

5. parking management – east street, farnham, redevelopment
[Wards Affected: All Farnham Wards]

Attached at Appendix A is the report which was considered by the Executive on 23rd June 2003.

The decision of the Executive was as follows:-

The Executive agreed to adopt a pay and display charging mechanism for the East Street Regeneration Scheme car parks.

Recommendation

It is now for this Committee to review the decision taken and agree observations, if any, to be forwarded to the Executive on 21st July 2003. As a suggested framework, these observations could take one of the following broad forms:-

(a) to endorse the Executive's decision;

(c) to propose an alternative course of action, which could be not to implement the original course of action.

6. EXCLUSION OF PRESS AND PUBLIC

That, pursuant to Procedure Rule 20, and in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following item on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during this item there would be disclosure to them of exempt information (as defined by Section 100I of the Act) of the description specified in the appropriate paragraph(s) of Part I of Schedule 12A to the Act (to be identified, as necessary, at the meeting).

7. ANY OTHER ISSUES TO BE CONSIDERED IN EXEMPT SESSION

To consider matters (if any) relating to aspects of any reports on this agenda which, it is felt, may need to be considered in Exempt session.
