Summary and Purpose

The purpose of this report is to seek approval to:-

1. provide an access road and parking area to a dwelling in Hascombe as part of the Council’s Housing Revenue Account programme of Disabled adaptations; and

2 submit a planning application for the proposed work.

Introduction

1. The Council currently undertakes a programme of specialised improvements to its housing stock to cater for the individual needs of disabled and infirm tenants.


2. Individual assessments of need are carried out by the Surrey County Council Occupational Therapy Service in conjunction with the tenant’s own medical advisors. The Executive Committee will be aware that Disabled Adaptations are the subject of a Housing Best Value Review.

Background

3. The Council has been advised by Surrey County Council Social Services that, following an assessment by an Occupational Therapist, a tenant living in Hascombe requires vehicle access and parking space to be provided to his home. The Occupational Therapist has recommended that the parking space should be within the curtilage of the dwelling’s garden.

4. The option of re-housing has been discussed with the tenant but he does not wish to be considered for re-housing.

5. Parking is currently provided for all the residents at the rear of the dwellings in question. However, this is some distance from certain dwellings. The grassed area to the front of the dwellings is owned by Waverley Borough Council and this provides an opportunity to meet the assessed need (see (Exempt) Annexe 1).

Proposals

6. Officers have prepared a scheme that satisfies the assessment of need. The proposals are quite extensive and will have an impact on the visual amenity of the area. Officers are in discussion with Surrey County Council Highways regarding the possible adoption of the completed access. This would release the Council from any future maintenance liability. However, for adoption purposes the scheme would have to meet SCC design criteria and specification and this would considerably increase costs. Whilst no decision regarding adoption has been received from SCC, informal indications suggest that they would be unwilling to adopt.

7. Planning permission will be required for the proposals.

8. This matter is being considered by the Community Overview and Scrutiny Committee on 12th November and its views will be reported orally to this Committee at the meeting.

Resource Implication

9. The estimated cost of the proposed scheme is detailed at (Exempt) Annexe 2 to this report.

Recommendation

It is recommended that:-

1. a first resolution, in accordance with Regulation 3 of the Town and Country (General) Regulations 1992, be made to allow a planning application to be submitted for the construction of a vehicular access and parking space as identified in (Exempt) Annexe 1 to this report;

2. subject to obtaining planning permission, the scheme indicated at (Exempt) Annexe 1 to this report be approved and tenders be sought for the work. The cost of the works to be contained within the approved Housing Revenue Account Planned Maintenance budget for 2001/2002; and

3. discussions continue with Surrey County Council regarding the adoption of the proposed access.
