Summary and Purpose

The purpose of this report is to consider the applications from organisations that have applied to join the Sponsored Organisation Scheme, and to consider the funding requests for 2002/03 from organisations already admitted to the scheme.

Introduction

1. At the Policy and Resources Committee held on 4th July 2000, the establishment of the Sponsored Organisation Scheme was approved. The scheme was set up to formalise the revenue funding support to community and voluntary organisations working in partnership with Waverley to deliver essential services.

2. Applications are made in two stages. Initially each organisation applies to become a Sponsored Organisation, which recognises their role in providing services in partnership with Waverley or providing services that Waverley would otherwise have to supply. At the next stage, each approved Sponsored Organisation then makes an annual application for funding.

Funding Awards 2001/02

3. In the first year of operation (2001/02), all the organisations previously receiving revenue support from Waverley applied and were successful in being awarded Sponsored Organisation status. These organisations also made their applications for funding, and awards were made up to the total value of 539,471. This funding is not held within a central grant fund but within each of the different service areas. A summary table of these grants is attached at Annexe 1.

Funding Requests 2002/03

4. In August 2001, each approved Sponsored Organisation was invited to submit their funding bid for 2002/03 by 24th September 2001. In addition, it was also approved by the Council, that the scheme in 2002/03 be opened up to new organisations, to ensure equity of access to Council funding. The deadline for receipt of these applications was also 24th September 2001. A total of 36 funding applications were received from existing Sponsored Organisations with a total funding request of 657,000. In addition, six organisations have applied to become new Sponsored Organisations with funding bids totalling 16,950.

5. ‘Link Officers’ within each service area have undertaken an assessment of the funding applications for existing Sponsored Organisations and an assessment of the six new organisations applying to the scheme. Assessments have covered a number of criteria including the organisations aims and objectives, the organisations and the quantity and quality of the services. The checklist used in assessing applications is attached at Annexe 2.

7. There are no community safety implications

"Opportunities for All" Implications

8. All of the organisations applying for funding actively promote equity of opportunity. The scheme itself ensures equity of access to Council funding.

Environmental implications

9. All of the environmental organisations listed on the table attached at Annexe 1 conserve and enhance the quality of the environment within Waverley.

Resource Implications

10. The total value of the funding awarded to Sponsored Organisations in 2001/02 was 539,471. The total value of funding requested from existing and new organisations for 2002/03 is 673,950, a total of 134,479 more than the value of awards made last year. Following application assessments by officers, the total value of recommended grants is 548,177. The recommended grant of up to 6,160 for the Farnham Voluntary Transport Association is proposed to be met from the Community Transport budget and 3,000 grant for Guildford Association of Voluntary Service is proposed to be met from the Housing Revenue Account’s “Opportunities for All” budget. The remaining total value of recommended grants is 539,017.

Recommendation

It is recommended that the Committee consider the leisure and environment grants recommended for funding in 2002/03 for existing organisations, and the organisations recommended for approval as Sponsored Organisations, as detailed on the table attached at Annexe 1 in preparation for the Executive Committee’s consideration on 4th December 2001.
