Summary and purpose:

The purpose of this report is to present the Corporate Plan for 2005/06.

Quality of life implications – social, environmental & economic (sustainable development):

The Corporate Plan outlines the Council’s priorities and how it plans to meet them; these priorities make a positive contribution to all aspects of quality of life.

E-Government implications:

There a number of pages on Waverley’s website concerned with Corporate Planning. This version of the Corporate Plan will be published on the Council’s website after it has been approved by the Council on 19th July. However, to fulfill statutory requirements, some elements of the plan have been available on the website since 30th June 2005.

Resource and legal implications:

Producing a Corporate Plan (which must contain specified performance data – the Best Value Performance Indicator information and the Statement on Contracts) is a statutory responsibility and there is budgetary provision that will cover any costs associated with publishing the Plan.

The Corporate Plan

1. Attached as Annexe 1 to this report is a draft of Waverley’s Corporate Plan for 2005/06.

2. On 14th December 2004, the Council agreed a Corporate Strategy for 2005 and beyond. The agreed Vision, Aims and Objectives are the backbone of this Corporate Plan and seven new priorities have been developed from the previous eleven. The draft Corporate Plan is similar in format to last year’s Corporate Plan. Each of the main sections of the Corporate Plan provides detail about how the Council plans to achieve each of its priorities.

3. The Corporate Overview and Scrutiny Committee considered an earlier draft of this plan at its meeting on 28th June 2005. This final draft of the Corporate Plan incorporates most of the suggestions made by that Committee – most notably the removal of sequential numbering of priorities in each of the section headings (e.g. “Priority One: Increase Recycling and Minimise Waste”) because the Committee felt that the numbering implied that there was an order to the priorities.

4. The Council will consider the Corporate Plan on 19th July and the plan will be formally published as soon as possible after that date.

5. Members should note that the Best Value Performance Indicator information (actual performance 2004/05) contained as Annexe 1 to the Corporate Plan is the same data as is presented to the Executive elsewhere on this agenda.

Conclusion

6. The Executive is asked to agree the Corporate Plan.

Recommendation

That the Council be recommended to approve the Corporate Plan 2005/06.
