Quality of life implications
– social, environmental & economic (sustainable development):
The regular monitoring and reporting of Waverley’s performance in delivering its services has positive implications for most, if not all, the quality of life issues set out above.
E-Government implications
Comprehensive information on Waverley’s performance is provided in the Council’s Corporate Plan elsewhere on this agenda and reproduced in draft on the Council’s website on 30th June 2005. The Audit Commission operates an electronic data capture system (EDC) so that all BVPI data submitted to the Commission was sent on-line.

There are no direct resource and legal implications associated with this report.

Background
1. This year the Council is required to produce a Corporate Plan that reports on the Council’s performance during the previous year. The performance data for the previous year must be submitted to the Audit Commission.
Waverley’s performance in 2004/05
2. The table attached as
Annexe 1
sets out for the consideration of the Executive, the following information:-

A description of all Best Value Indicators (BVPIs) and Local Performance Indicators (LOPIs).
Ø
The Council’s actual performance in respect of each indicator for 2003/04 and 2004/05 and the target for 2004/05.
Ø
The upper quartile figure for all district authorities for 2003/04 (i.e. the level of performance exceeded by the best performing 25% of district councils)
3. The three Overview and Scrutiny Committees have considered the Performance Indicators within their respective remits. The Community & Corporate Overview and Scrutiny Committees had no specific observations to make to the Executive, although the Environment and Leisure Overview and Scrutiny Committee wished its concern that within leisure services volunteer activity had declined (BVPI 170c and LOLE 24) to be noted.
Conclusion
4. The Executive is asked to note actual performance indicators for 2004/05.
Recommendation
It is recommended that the Performance Indicators for 2004/05 be approved.
