Summary & Purpose
This report gives details of Waverley’s performance during the first three months of 2005/06 in respect of the best value and local performance indicators falling within the remit of the Environment & Leisure Overview and Scrutiny Committee that the Committee resolved to monitor during the year. The report also identifies new best value performance indicators introduced in 2005/06 and gives the Committee the opportunity to add any of these to the list of those indicators it wishes to monitor.

Quality of life implications – social, environmental & economic (sustainable development):

The regular monitoring and reporting of Waverley’s performance in delivering its services has positive implications for most, if not all, the quality of life issues set out above.

Comprehensive information on Waverley’s performance for the year 2004/05 has been provided in the Corporate Plan that was published on the Council’s website on 30th June 2005.

Background

1. On 21 June 2005 this Committee reviewed Waverley’s performance for 2004/05 against the full range of performance indicators within the Committee’s remit. The Committee resolved that it wished to monitor performance during 2005/06 against 7 indicators. One of those indicators was a new indicator requested specifically by the Committee: LODC 3 – Planning appeals allowed where Members had refused an application against officers’ advice as a proportion of all appeals allowed.

2. The table attached as Annexe 1 sets out for the consideration of this Committee the following information:-

A description of the Best Value Indicators (BVPIs) and Local Performance Indicators (LOPIs) that the Committee has resolved to monitor. The “All districts” Upper/Top Quartile (UQ) figures for 2003/04 The Council’s actual performance in respect of each indicator for 2004/05. The Council’s actual performance in respect of each indicator for the first three months of the current financial year 2005/06 and the target for 2005/06.

3. Also at Annexe 1 is a list of new indicators for 2005/06 so that the Committee may consider which, if any, of these it wishes to add to the list of indicators to be monitored during the year. No targets have yet been set for the new indicators due to a lack of historical data. However it is proposed that these should be set in the second quarter of 2005/06 based on performance in the first quarter.

Comments on Waverley’s performance during the first three months of 2005/06

4. Members are asked to note the following comments in relation to Waverley’s performance for the first three months of the current financial year:

Environmental Services

BVPI 82a
Recycling rates are below target, however, the Council has approved the implementation of a revised recycling scheme, to commence in 2006. This will start to improve recycling performance, as rounds are brought into the scheme, during 2006/07.

BVPI 84
This figure (102.09 kg per household) represents a significant decrease on the 111.2 kg of waste collected per household in the first quarter of 2004/05 – indicating that the waste reduction strategy started in September 2004 has had some success.

Planning

BVPI 109 a, b, & c
These indicators show that Development Control has made significant improvements in the speed with which planning applications are decided. The performance for the 12 months to 30 June 2005 indicates that the service has met, or exceeded, each of the Government’s targets in this area

Conclusion

5. This Committee is asked to consider the information presented in this report and to draw the Executive’s attention to any specific issues it sees fit.

6. The Committee is also asked to consider the new indicators introduced for 2005/06 and consider which, if any, of these it wishes to add to the list of indicators to be monitored during the year.
