REPORT TO THE MEETING OF THE COUNCIL ON 19TH DECEMBER 2005

A. EAST STREET REGENERATION
[Wards Affected: All Farnham Wards]

A.1 The Executive has given consideration to the report at Appendix A, circulated to all members of the Council with the agenda for the Corporate Overview and Scrutiny Committee which met earlier on 19th December 2005.

A.2 It has taken into account the comments and observations of the Corporate Overview and Scrutiny Committee. It has considered the four main options available to the Council set out in the exempt report and weighed up the risks associated with these, taking into account the exempt report, the officer and consultants' briefing, the officer advice given at the meeting and the advice of the Director of Finance and Solicitor to the Council.

A.3 None of these four options in themselves both protected the Council's interests and gave the best opportunities for progressing the current project. Accordingly, it is proposing a strategy which authorises officers to discuss the project with CNS, and other actions intended to speed up the current scheme. It has asked for further detailed reports on the outcome of these discussions and progress with these actions to future meetings so that members can take fully informed decisions on how best to implement the East Street project.

A.4 The Executive endorsed the view of the Corporate Overview and Scrutiny Committee that the approach from CNS for a two-phase contractual implementation is not acceptable. Accordingly, the Executive

RECOMMENDS that

105. the Council's commitment to the East Street project be reaffirmed;

106. Council Policy be implemented to undertake Compulsory Purchase Orders to complete the land assembly, with appropriate safeguards for Waverley;

107. CNS be requested to submit a planning application in line with the contract and Development Brief no later than 1st May 2006;

109. officers give an interim report to Members within 8 weeks; and

(a) progressing the contract
(b) whether to extend the long-stop date
(c) the CPO process.
