PROPOSED CLASSIFICATION OF OUTSIDE BODIES
Classification of Outside Bodies
It is recommended that Outside Bodies be awarded formal representation according to their relevance to Council plans and priorities and should be categorised into the following groupings;
A
Of regional strategic significance
Appointments could be made that reflect senior expertise
B
Organisations that receive large capital/revenue support
Member representation is recommended in order to monitor the effectiveness of spending and to offer direct assistance with regard to interpretation of WBC policy.
C
Organisations with relevance to WBC strategic plans
These are organisations whose business is closely aligned to executive functions and WBC strategies such as Housing and Leisure and therefore appointments should be made that can most effectively facilitate partnership working and effective communication
D
Where the organisation’s constitution requires WBC representation
Some Outside Bodies on the current list fall into this category that means that Waverley’s representatives become Trustees/Board members/management committee members, a role which potentially carries significant responsibilities and liabilities. Such a role can compromise a Councillor’s ability to speak freely within committee meetings, and place an obligation upon the incumbent to represent the interests of the organisation before those of Waverley Borough Council.
