The extension to the conservation area would benefit the Borough because it would be a recognition of the quality of the environment in this part of Haslemere.

The background

1. Over the past year, a number of residents in the Courts Mount Road area of Haslemere have expressed an interest in obtaining an extension to the Haslemere conservation area boundary. The Haslemere Society has investigated the proposal and has produced a case for the extension which is attached at Annexe 1.

The boundary

2. An officer assessment has been made of the case which is attached at Annexe 2, and it is considered that an extension to the conservation area would be justified. However it is recommended that a group of modern houses on the north side of Counts Mount Road be omitted from the extension to the conservation area as proposed by the Haslemere Society, as they do not make any contribution to the character of the area, see plan at Annexe 3.

The process of designation

3. The next step is to go out to public consultation for four weeks on the proposal. All the residents within the proposed boundary will be consulted, the Town Council and the heritage organisations in the town.

Conclusion

An extension to the Haslemere conservation area, as amended, is justified and public consultation should take place on the proposal.

Recommendation

That the Committee endorse the proposal to go out to public consultation
